3. AYP On October 28, 2014, the California Department of Education (CDE) added a new Adequate Yearly Progress (AYP) report to the CALPADS to assist LEAs in making data corrections to high school AYP reports. Only high schools and high school districts received 2014 AYP reports which were based on grade ten CAHSEE or CAPA results. LEAs have until the end of business on November 21, 2014, to submit data corrections. The revised data will be used to produce the revised 2014 AYP reports, scheduled for release in February 2014. 2

APICollege and Career Indicator • At the October 3, 2014 Public Schools Accountability Act (PSAA) Advisory Committee meeting, members discussed including the Seal of Biliteracy (Seal) in the College and Career Indicator (CCI). To be eligibility for the Seal, students must meet the following criteria: • Complete all English language arts (ELA) high school graduation requirements with a GPA of 2.0 or better; and • Score proficient on the grade 11 ELA California Standards test (CST) (Note: this criteria will need revised to reflect Smarter Balanced); and • Pass an Advanced Placement (AP) foreign language exam with a score of 3 or higher, or pass the SAT II foreign language exam with a score of 600 or higher, or pass a district exam in speaking, reading, and writing. 2

5. APICollege and Career Indicator (continued) • The next PSAA Advisory Committee meeting is scheduled for December 2, 2014, and will include the following agenda items: • Presentation by Dr. Conley on incorporating a CCI in the API • Presentation by Dr. Linda Darling-Hammond • Presentation by Advancement Via Individual Determination (AVID) •  The CDE is currently scheduled to present an item at the January State Board meeting regarding the progress made thus far on adding new indicators in the API and the possible direction of the API in the future. 2

6. 2013-2014 SARC • On October 7, 2014, the 2013-14 SARC template was posted on the CDE SARC Web page.  December 1, 2014 is the anticipated release date of the SARC online application. Unfortunately, there are some required data elements that are not yet available. The CDE will release the online application with available data and provide updates when the missing data becomes available. • Below is a list of the SARC sections which the data are still outstanding:  • Core Academic Classes Taught by Highly Qualified Teachers • Courses for University of California and/or California State University Admission • Suspensions and Expulsions • Average Class Size and Class Size Distribution (Elementary) • Average Class Size and Class Size Distribution (Secondary) 9

7. 2013–14 Title III Accountability Results • On September 19, 2014, the CDE released the Title III Accountability Reports. Below is a summary of the results: • AMAO 1 – 52% met target • AMAO 2 – 42% met target • 60% for cohort of less than five years • 56% for cohort of five or more years • AMAO 3 – 11% met target • 92% AMAO 3 results based on 2013 AYP • 8% AMAO 3 results based on 2014 AYP • Met all AMAOs – 5% met all AMAO targets 10

13. Alternate Assessment Field Test The Successor Alternate Assessment Field Test is replacing the CAPA in English-language arts and mathematics for students with an individualized education plan (IEP) and who have a significant cognitive disability. For 2014–15 the field test will be administered to all eligible students beginning April 15 through June 10, 2015. The field test will examine the performance of items that will be used to populate the successor alternate assessment scheduled to be administered in the spring of the 2015-16 school year. The field test will utilize computer-based technology for registration and test administration. Items are aligned with the Common Core State Standards (CCSS) and based on the Core Content Connectors developed by the National Center and State Collaborative (NCSC) and are developed with three tiers of difficulty. The field test will consist of approximately 15 items (administration will take approximately 45 to 90 minutes) in each content area. Coordinator and Examiner training will be offered in late February or early March 2015. 12

14. California Alternate Performance Assessment (CAPA) The CAPA is the alternate assessment for science. This test is designed for students in grades 5, 8, and 10, who have an IEP and who have a significant cognitive disability. For 2014–15, the CAPA English-language arts (ELA) and mathematics has been eliminated and will be replaced by the Successor Alternate Assessment Field Test. Students are required to participate in the CAPA for science assessment in grades 5, 8, and 10, until there is a successor assessment aligned to the Next Generation Science Standards (NGSS). 12

15. 2nd Grade Diagnostic Assessments The list of grade 2 diagnostic assessments has been posted online at http://www.cde.ca.gov/ta/tg/da/index.asp. It is anticipated that the CDE will recommend a $2.52 per student LEA apportionment reimbursement rate to the State Board of Education in January 2015 for the CDE-identified grade two diagnostics tests administered during the 2014–15 school year at the option and cost of the LEA per EC Section 60644. California Code of Regulations, Title 5 (5 CCR), Division 1, Chapter 2, Subchapter 3.75, Section 861 stipulates that LEAs are to report to the CDE the number of pupils in grade two who were administered a diagnostic assessment identified by the CDE pursuant to EC section 60644. While the grade two diagnostic assessments are not a part of the California Assessment of Student Performance and Progress (CAASPP) assessment system, 5 CCR Section 862 provides a process for LEAs to provide this information to the CDE when returning and certifying the 2014–15 CAASPP apportionment information report. The CDE will provide specific instructions to LEAs in the fall of 2015. Apportionments are provided at a per pupil rate, not per individual subject tested. Assessment apportionments are not distributed until the following fiscal year when all testing for the previous year has been completed (i.e., LEAs will be reimbursed in 2015–16 for testing that occurs in 2014–15). 12
