A multilateral development bank with a social vocation • Established in 1956 (the first pan-European supranational financial institution), by 8 member countries of the Council of Europe • 35 Member States • All are members of the Council of Europe  Among them 14 Central and Eastern European countries since 1994

CEB & integration of Roma • CEB’s policy • supports the efforts of the governments and/or local authorities by means of long term investment loans on very favorable conditions for social projects • promotes the participation in the design and implementation of projects • develops comprehensive programs including education, housing health and job creation • CEB’s action • provides loans at favorable conditions for the implementation of sustainable projects (social housing, health, education, vocational training, job creation)

  6. Examples of projects • Bulgaria • 2 projects in the housing sector for a total amount of € 9 million • Spain • 1 project in the vocational training sector for an amount of € 4.2 million

CEB’s future activities • Move loans to municipalities / regions • Increase its grant resources according to its financial possibilities • Work more closely with NGOs • Provide more technical assistance for the preparation of sustainable projects on a regular basis • Cooperate more with European Programs ...

  8. Conference on « Best Practices »2004 • Purpose: facilitate • information sharing on projects • their effectiveness • and replicability • Focus: South Eastern European Countries • Themes: vocational training, access to labor market, job creation

  9. Role of International Financial Organizations • Provide complementary financing • Provide advice and experience sharing • Ensure a rationalized use of the available financial resources

Challenges for the future • New solutions are needed • CEB supports the 2 initiatives: • “Decade of Roma inclusion: 2005-2015” • Roma Education Fund • Successful integration is possible only if it is a two-way process: it requires changes both from the majority population as well as from minority groups
