Regulated Waste Management & Disposal October 2005
What is a “Regulated Waste”? • Chemical Products • Spent Materials • Contaminated Article • Surplus or Unused Portion of Chem. Product • Scrap • Electronics (equipment, boards, components, batteries – including UPSs) • Contaminated Equipment / Units (contaminated by processing materials, processed material, equip./unit operation-required materials, structural materials) • Chemical Containers (potentially)
Regulated Waste Classifications USA & Colorado • Hazardous Waste (1) • Universal Waste (1) • TSCA Waste (2) • Used Oil (1) • Infectious Waste (3) (1) Regulated by the Resource Conservation & Recovery Act (RCRA) & its State Counterpart (2) Regulated by the Toxic Substance Control Act (TSCA) (3) Regulated by State Statute
CLASSIFICATION IMPACTS • How waste is collected onsite • How waste is stored onsite • How waste is containerized • How waste is identified and labeled • How much is allowed to be generated onsite • How much is allowed in storage onsite • How long it is allowed in storage onsite • How waste is transported offsite • How it is disposed of
Key Points – Responsibilities • WASTE GENERATOR • Completely & accurately identifies constituents in waste; • Initiates Procedure for & Secures the WPDS No. (Auth. No.) for regulated waste material being disposed of prior to disposing of waste material (whether it is be picked-up for storage or discharged to a sewer line); • Complies with applicable waste management instructions; • For recurring waste streams, verifies that waste material is consistent with the constituents listed when the authorization (WPDS) was last issued; • Provides the WPDS No. when pick-up is requested (i.e. when the service request is made to Tenant Services).
Key Points – Responsibilities • FACILITY MANAGEMENT • Verifies the validity of the WPDS No. provided in a request for pick-up; • Complies with applicable Waste Disposal Instructions issued for the waste material in storage; • Inventories and tracks quantities of each waste material and waste classification; • Manages waste material in storage; • Arranges for disposal and coordinates waste shipments; • Maintains historical files and records of waste pick-ups, storage inventories and shipments.
Key Points – Responsibilities • GLOBAL ENVIRONMENT, HEALTH & SAFETY (EH&S) • Reviews, evaluates, makes waste determinations and classifications; • Assigns WPDS No. and issues Authorization Notice; • Issues Waste Determination; • Issues the Waste Profile Data Sheet (WPDS); • Issues Waste Disposal Instructions; • Provides regulatory assistance and support.
Documentation TO OBTAIN A WPDS NO.: • General Waste Management Procedures (WST-CR-02) • Process Waste Evaluation Request (WST-FM-01) • Wastewater Discharge Evaluation Supplement (WWT-FM-01) • Regulated Waste Chemical Product Inventory (WST-FM-04) • Equip.Decommissioning/Decontamination Cklist (WST-FM-08) (NOTE: Uncontaminated Scrap Electronics & Batteries have been issued “Generic” WPDS Nos. and do not require additional evaluation and determinations; follow instructions on form WST-FM-28 for their pick-up.) REC’D WITH ISSUANCE OF A WPDS NO.: (maintain in Org. files) • WPDS Authorization Notice • Waste Evaluation Determination (WST-FM-02 or Surplus-Unused Chemical Product Waste determination Sheet(s)) • Waste Profile Data Sheet (WST-FM-09)(not issued for surplus-unused matrls.) • Waste Disposal Instruction (WST-CR-et.seq.)
Documentation Samples FOR GENERATION-COLLECTION POINT WASTE MGMT. • Waste Collection Point Inventory (WST-FM-03) • Onsite Waste Management Label Templates (WST-FM-11 through –16, -23, & -25) FOR WASTE PICK-UP: • Intra-Facility Reg. Waste Pick-Up/Storage Request (WST-FM-05) • Plus 1 of the following: • Waste Collection Point Inventory (WST-FM-03) (if used or complete section D.2. of form) • Surplus-Unused Chemical Product Waste Determination Sheet(s) (issued by Global EH&S in Auth. Process) • Equipment Decontamination / Decommissioning Checklist (for Contaminated / Formerly Contaminated Equipment-Units) (WST-FM-08) • Universal Waste – Battery & Uncontaminated Scrap Electronics Inventory (WST-FM-28)
Other Applicable Standards • Generation – Collection Point Standards (WST-CR-03) • Waste Container Labeling Standards (WST-CR-06) • Waste Inventory Management Standards (WST-CR-07) • Empty Chemical Container Standards (WST-CR-12) • Empty Gas Cylinder Management Standards (WST-CR-13) ALL WASTE MANAGEMENT DOCUMENTS LISTED IN THIS PRESENTATION CAN BE FOUND ON THE AVAYA GLOBAL EH&S WEBSITE VIA THE ENTERPRISE PORTAL: CLICK ON: ESC Tab > Employee Services > Environment & Safety Services > Documents, Policies, & Surveys > EH&S Documents (Go to “Related Links” and follow the instructions provided there)
