Purpose of Today’s Discussion • Salem Harbor Station Static De-list Review • Answer questions from the 10/20/2010 RC meeting related to the dispatch of resources within the NEMA-Boston Load Zone • Vermont Yankee De-list Dynamic De-list Review • There were no follow-up questions from the 10/20/2010 RC meeting
Generation Dispatch • NEMA-Boston generation in the various dispatches studied
Peaking Generation • NEMA-Boston peaking generation in the various dispatches studied
Demand Response • Allocation of Demand Response Resources within the NEMA-Boston Load Zone • The North Shore region of the NEMA-Boston Load Zone represents approximately 21% of the load share • Since the exact location (p-node) is not known for each Demand Resource, allocations to the North Shore region are proportionally applied
Study Status • ISO New England, National Grid and NSTAR continue to work together on transmission options for the North Shore region • The Greater Boston Working Group (GBWG) is currently assessing the Long and Short-Term needs for the Boston Area • Needs Assessment presented to Planning Advisory Committee (PAC) on July 16, 2009 • Potential solutions were presented at the March 18, 2010 and April 27, 2010 PAC meetings • Initial transmission solutions to be presented at the December 16, 2010 PAC meeting • Solutions will not necessarily be pursued to address reliability needs due to a single year de-list bid • Solutions will be developed if necessary in order to eventually allow a permanent de-list bid to clear
Next Steps: Advisory Vote • Planning Procedure No. 10, Section 6.5.1 states: “The ISO will provide a summary of accepted de-list bids and the details of rejected de-list bids to the Reliability Committee at their first meeting following the ISO’s auction results filing with FERC. The Reliability Committee shall provide formal input and advice to the ISO with regard to rejected de-list bids after the relevant FCA through an advisory vote. Any member of the Reliability Committee shall provide on-going input and advice to the ISO through comment as appropriate by requesting the Chair of the Committee to include a specific rejected or accepted de-list bid as an item for discussion at a future meeting of the Reliability Committee.” • The ISO shall come back in December and seek an advisory vote that the analyses of the Salem Harbor Units 3 and 4 Static De-list Bids and the Vermont Yankee Dynamic De-list Bid were performed in accordance with Market Rule 1, Section III.13.2.5.2.5 and Planning Procedure No. 10, Section 7
