  3. NSGIC Advances 3DEP for the Nation

A multi-agency cooperative program managed by the USGS to acquire high-resolution elevation data for the nation LiDAR data for the conterminous US, Hawaii, and US territories IfSAR for Alaska due to cloud cover and remote locations Benefits include: cost reduction consistency improved access to data 3DEP for the Nation

  5. Partnership with USGS to utilize the NSGIC organization and membership to effectively acquire 3D elevation data (LiDAR) and develop products and applications that support local, regional, state and national decision-making. NSGIC 3DEP for the Nation

  11. NEEA Shortcomings • Focused only on lidar, limiting bathymetric applications • Did not consider rivers, lakes, reservoirs, etc. • Government agencies were poor at estimating benefits • Now out of date for costs and benefits

Mapping a 3D Nation: Study Goals Refresh NEEA for the years beyond the initial 8-year acquisition program Understand inland, nearshore, and offshore bathymetric data requirements and benefits Understand how requirements and benefits dovetail in the coastal zone Sensor Agnostic/Technology Neutral Focused on need for, and value of, elevation data Understand 3D Data Requirements 3D Nation from the tops of the mountains, to the depths of the seas, to include our inland rivers and lakes.

Minnesota – Coastal Hazards • Upward trend in planning and preparedness in MN’s coastal communities since last Coastal Caucus. • Minnesota’s Lake Superior Coastal Program is working to assist our communities through a pass-through grants program, outreach and education and technical assistance. • With higher lake levels and coastal storms causing property damage, seeing stronger interest in coastal hazard data. • Coastal program is working with Soil and Water Conservation District to document and map impacts to coastal infrastructure.

Minnesota – “Victory” Stories • Culvert Inventory Application Suite - Seeing a need for a coordinated effort in culvert data collection within our coastal boundary, Minnesota’s Lake Superior Coastal Program contributed funds to develop a suite of tools to facilitate collection of culvert inventory in Minnesota. • Oblique Coastal Imagery - MN completed our fourth spring leaf-off coastal imagery project in May of 2017. Minnesota has been collecting oblique imagery to support coastal management activities since 2002. Existing imagery for 2002, 2007 and 2012 can be viewed in MN DNR Landview under Aerial Imagery – Coastal Management Photos. (2017 imagery is pending)

Sponge, Hydroid colonies, Sea Star • Sand Dollar • Burrowing Anemone Maine • Northern red anemone • In 2009, the ME Coastal Program conducted a comprehensive, interagency poll to collect additional feedback and prioritize data collection efforts to fill in critical data gaps identified by the Bay Management Study. Bathymetry was again identified as the State's number one data need. • In 2014, the MCMI entered into a multi-year cooperative agreement with the Bureau of Ocean Energy Management (BOEM) to identify and characterize surficial sediment deposits in federal waters 3-8 nautical miles (nm) offshore of Maine’s coast. In 2015, ME received a NOAA grant to characterize state waters (within 3nm) and collect more detailed biological habitat information.

Maine • The NOAA’s Integrated Ocean and Coastal Mapping unit has determined that the data collected are of "hydrographic quality," which means that NOAA will use ME data to update hydrographic charts for distribution to mariners. Digital Coast Academy How To Map Open Space Preservation (OSP) for Community Rating System (CRS) Credits • CRS is a voluntary program, administered FEMA’s National Flood Insurance Program (NFIP) • Rewards communities for engaging in activities that reduce flood risk with discounts on flood insurance premiums. • Each CRS activity is worth a certain number of points, and the more points a community earns, the larger the discount $$. • $

Step-by-step approach to help communities earn credits for Open space within the floodplain that is already protected, Identify places in the floodplain where additional points could be earned in the future through preservation activities.
