DEMOCRACY, CITIES AND DRUGS II Thematic Platforms Presentation FRENCH NATIONAL PLATEFORM • Mission statement : French Forum for UrbanSafety • Network of 120 local authorities • UrbanSafety : prevention, repression, solidarity • To built a network of local authorities through the exchange of practices and information. • To enrol the local safety policy in the National and European policies. • To reinforce the role of local authorities and their representatives in the partnership that is dealing with safety policies. • Activities: • Practice exchanges (workshops, seminars, conferences…) about gangs, mediation CCTV, binge drinking… • Training • To go with local safety policies : Diagnosis, assessment, audit…

DEMOCRACY, CITIES AND DRUGS II Thematic Platforms Presentation • French Forum for Urban Safety and DC&D II • Objectives • ● Identify projects and strategies in the field of the Drug prevention developed by the French cities • ● Assess the needs of the French cities in the field of the Intervention on Drug’s; • ● Determinate the city’s level of intervention • ● Develop and disseminate a commune Methodology in National and European level
DEMOCRACY, CITIES AND DRUGS II Thematic Platforms Presentation • French Forum for Urban Safety and DC&D II • Methodology • 1- Identification of the interested cities • 2- Analysis of the needs and the specificities of the French local authorities dealing with drug issues • 3- Definition of the content of the practice sharing related to the different themes dealt by other partners in the project • 4- Training and Study trip • 5- Guidelines • 6- Validation and evaluation • * A least , 10 representatives of local authorities for each activity • * Participation of European experts from thematic plateform
DEMOCRACY, CITIES AND DRUGS II Thematic Platforms Presentation Timetable - Oct. 2008 to Dec. 2008: Identifying the interested cities and assessing their needs - Oct. 2008 : Starting seminar – Paris – 1 day – 12 participants Meeting of French local authorities within 1 expert coming from Europe (from the DCD II project) - Dec. : Workshop – Lormont – 1 day – 12 participants Meeting with 1 expert from the one of the work package of the project and 10 representatives of French cities - From Jan 2009 to Feb. 2009: Defining the content of the practice sharing Jan 2009 : Drafting meeting – Rennes – 1 day - 13 participants Meeting with 2 experts from the one of the work package of the project and 10 representatives of French cities
DEMOCRACY, CITIES AND DRUGS II Thematic Platforms Presentation - From April. 2009 to October 2009 – Practice sharing - May 2009: Training seminar – Paris – 2 days – 13 participants Training with 2 experts from the work packages and 10 representatives of French cities - October 2009: Study trip – Brussels – 1 day - 11 participants Study trip with 5 local experts and 5 representatives of French cities - From Nov. 2009 to April 2010 : Redaction of a guideline – around 50 pages- specific to the local authority’s intervention on drug policy - From May 2010 to December 2010 – Promotion of the national guidelines May 2010: Validation seminar – Paris – 1 day - 10 participants FFSU + MILDT + Syndicates + representatives of NGOs Discussion on how to promote a framework December 2010: Evaluation seminar – Paris – 1 day - 11 participants Evaluation seminar with the FFSU and 10 representatives of French cities
