GSAPS Purpose A GSAPS review assesses a school’s performance in each of the five systems of GSCI in order to determine the progress of the school’s improvement work as framed within GSCI to guide the school improvement plan.
GSAPS Overview • The GSAPS review process provides detailed information for a school on its progress toward full implementation of Georgia’s Systems of Continuous Improvement (GSCI). • A GSAPS review is mandated for all schools when first identified as a Comprehensive Support and Improvement (CSI) school and again every third year that the school remains in that status. • Any Georgia school can request a GSAPS review from GaDOE or RESA, or use the review tools to self-assess progress on GSCI.

GSCI GSAPS Protocol • The five systems of Georgia’s Systems ofContinuous Improvement (GSCI) contain a total of 22 structures. After reviewing all data, the GSAPS review team will score the 22 structures, rating the school’s progress on each as Exemplary, Operational, Emerging, or Not Evident. • Observation forms, survey prompts, and interview prompts are based on the 22 GSCI structures.
GSCI GSAPS Protocol • School will be notified of review 3-5 weeks in advance. • School-level data will be placed in Indistar or designated shared online location prior to the review.
GSCI GSAPS Protocol • Interviews are 30 to 45 minutes in length. • The interview groups include a random sample of classroom teachers, leadership team members who do not evaluate staff, the school principal, and instructional coaches/assistant principals for instruction.
Interviews • One group of interviews may be done before school starts, and the other during the school day. • 30 to 45 minutes are allotted for interviews
Online Surveys • Surveys allow students and parents to participate in addition to a school’s certified staff. • Number of prompts on the survey are – certified staff (35), parents (20), and students (24). • The school principal will share the link for certified staff, students, and parents to participate.
GSCI GSAPS Protocol • Student, parent, and staff online surveys are completed prior to the GSAPS review. • Same interview prompts for leadership team, teachers, principal, and instructional coach/AP interviews.
Classroom Observations • Observations are 10 minutes in length. • Observations are confidential and results are not to be shared with individual teachers.
Data Review Team members will be assigned to review and summarize one or more of the following data sources prior to the date of the review: Interventions TKES/TAPS data School Improvement Plan Survey data CCRPI/SLDS Grade distribution Professional Learning Calendar Attendance data Discipline data LT Minutes
Data Review In addition, team members may be assigned to review and summarize one or more of the following data sources on the date of the review: Sample curriculum documents Interview data Samples of teacher tests Student Handbooks Classroom observations Teacher Handbooks
Rating the Structures • All 22 structures will be collaboratively rated by reaching consensus. • Ratings are informed with at least two data sources.
Comments and Target Actions • Comments (including commendations) are written collaboratively for all systems/structures as applicable. • Target actions are written collaboratively for systems/structures as applicable.
