ERA-NET-SCHEMEObjectives To step up the cooperation and coordination of national or regional research activities through networking of national/regional programmesincluding their mutual opening and the development and implementation of joint activities.“Programmes” should be understood as entire research and innovation programmes, or parts of such programmes, or similar initiatives.
ERA-NET partnership: a key to success WHO? • Partners are programme owners/managers acting on behalf of national/regional public authorities : • such as ministries, funding agencies, research councils, • in some cases programme management organisations or coordination bodies;
Activities A step by step approach….but ambitious ERA-NET may include the following activities to foster coordination and cooperation between programmes: 1 - Systematicexchangeof information & best practices 2 - Common strategicissues 3 - Development ofjointactivities 4 - Implementation of transnational research activities
1 - Systematic exchange of information and best practices Information exchange between programme managers on: (possible examples) • Actual running projects in the respective programmes • National or regional research priorities • Existing evaluation practices • Programme management practices
2 - Common strategic issues Identification and analysis of: (possible examples) • Research activities that could lead to multinational schemes between ERA-NET partners • Practical networking activities and mutual opening mechanisms • Administrative or legal barriersthat hinder transnational cooperation • New opportunities and gapsin research and stimulation of new interdisciplinary work • Common evaluation systems
3 - Development of joint activities Concrete joint activities could cover: (possible examples) • Development ofmultinational evaluation procedures; • Schemes for jointtraining activities; • Mutual openingof facilities or laboratories; • Common programme monitoring and evaluation; • Personnel exchange only at programme manager level; • Specific co-operation agreements or arrangements; • Action plan to implement a joint strategy…
4 - Implementation of transnational research activities Implementation of transnational research activities could include: (possible examples) • Common or joint calls for proposals; • Setting up of a joint work programme; • Transnational evaluation and dissemination; • Funding of research activitiesbased on a joint programme of transnational research activities…
Instrument: Coordination Actions • All activities covering the indicated stepsrelated to networking of national or regional programmes are eligible for financial support. • No research activities will be financed by ERA-NET (CA) . • PATHOGENOMICS funding : 3.000.000 M€ • Duration: 5 years
Calls and Budget Open call for proposals (single step) Total indicative budget: 148 M€ ( 2002- 2006) Last cut-off dates: 02.03.2005 and 04.10.2005 Instrument: ONLYCA
Parts of contract • Core-contract Standard text completed with project data (+ special clauses) • Annex I The “Description of Work” • Annex II General conditions (standard text) • Annex IV - Form A Accession to the contract • Annex V - Form B Accession of new legal entities to the contract • Annex VI - Form C Financial statement per activity (to be filled periodically by each contractor)
Accession to contract • Coordinator and Commission sign contract; • other contractors’ written consents are collected by the coordinator and sent to the Commission within two months (A-form). Note: advance payment may not be distributed before the minimum number of “other” contractors (2 for ERA-NET CAs) have returned the A-form
Contractual dates • Entering into force of contract: date of signature by Commission 17/08/2004 • Start date of project: date defined in contract : 01/09/2004 • End date of project: after duration of project : 1/09/2009 • End date of contract: end of contractual agreements (up to 5 years from the end of the project).
Change/Addition of contractors • without additional funding • with implicit agreement of the Commission within 6 weeks • at the request of the coordinator, deemed to act on behalf of the consortium • with additional funding • supplementary proposal at any future ERA-NET cut-off dates (March or October 2005) • same funding limits as new proposals
Objectives for Coordination of national and regional programmes in FP7 • Maintain the type of participants in ERA-NET (programme owners); • Underline the need for “ambitious goals” to achieve more “hard” coordination of programmes; • “Deepen” the existing ERA-NETs (activities, countries, regions); • Activities in-between networking of programmes and Art. 169 (flexible instrument) ERA-NET-Plus…
