HIV/AIDS Funding in Tanzania(2007 HIV/AIDS Public Expenditure Review) • Total Govt plus donor spending on AIDS compares with entire health sector budget • Total Govt plus donor spending on AIDS equals over 3% of GDP, and one third of all aid to Tanzania • 95% of all AIDS funding is ODA • US and Global Fund account for 86% of donor support for AIDS expected in 2007/08 • Increase in PEPFAR funding from 200 million USD in 2007 to 300 million USD in 2008 • Prevention was just 15% of total combined US and GF expenditures for AIDS in 2006/07 • Tanzania successful in GFATM R8, with 500 Mio USD/ 5 yrs

Financial resources for Mainstreaming HIV HIV/AIDS Fund, pooled arrangement to support NMSF; Govt. Ministries prepare annual MTEF, Budget line objective A refers to HIV TMAP (WB: Tanzania Multisectoral AIDS Programme), ends in 2009; Ministries prepare Procurement Plan, funds released on request through TACAIDS. Achievements: 2057 implementers, including 43 MDAs, 2000 CSOs TASAF (Tanzania Social Action Fund) at council level; succeeding RFAs; funding scheme targeted to district level (councils, CSOs, communities); must go through the district councils
Financial resources for Mainstreaming HIV WB Public Sector Reform Programme (small budget): each Ministry can plan for their own priorities Rapid Funding Envelope (RFE) since 2002; 90 CSOs, very competitive UN and bilateral development partners: Project support (e.g. PEPFAR) and I/NGOs. PEPFAR reaches about 350 prime partners, prime partners have not less than 10 implementing partners each. Private sector(e.g. tea estates, port authority)

PSI activities in 2007(30% funded by German Government) • 65 million condoms sold (14% growth over 2006) • Condoms in 75% of all villages available • Condoms available in ‘hot spots’ (bars, night clubs, pensions) • 970 events (video and night shows, theatre) • 570 trainings on issues of sexuality and prevention • 55 billboards, 145 wall paintings • 700 television and 800 radio spots, TV talk & quiz shows • Stalls in fairs, exhibitions, concerts, festivals, sport events, beauty contests • Brochures in all secondary schools, vocational training centers, colleges, universities, libraries, youth centers
