Introduction • The Government of Tanzania has made considerable efforts to galvanize and lead donors and partners around its National strategies. The Government in collaboration with donors and partners has developed the Joint Assistance Strategy (JAS) and the National Strategy for Growth and Reduction of Poverty (NSGRP) popularly known as MKUKUTA to guide national development process.
Partnership in National Response to HIV/AIDS • Since the scale up of the National response Tanzania has enjoyed strong commitment and partnership with development partners. • This has facilitated planning, coordination and harmonization of resources and interventions
Strategic Coordination and Harmonization Instruments 1. Tanzania Commission for AIDS (TACAIDS) was established by Act of Parliament in 2001 to provide Strategic leadership and coordination, resource mobilization, advocacy and M&E. TACAIDS is the main oversight tool for coordinated national response to ensure coverage of all thematic areas in a balanced manner.
Strategic Coordination and Harmonization Instruments 2. National policy on HIV/AIDS (2001) provides the general guide for national response. 3.Nat. Multisectoral Strategic Framework for HIV/AIDS (2003 -2007) outlines priority objectives, targets, interventions and indicators as a guide to planning of programmes and interventions by various stakeholders.
Strategic Coordination and Harmonization Instruments …. 4.The National Monitoring and Evaluation Framework (2004) that provides guidelines and tools for M&E at all levels. 5.The MOU between the Govt and Development partners (DP) that the DPs will JOINTLY support the implementation of the NMSF in Planning, Resource mobilization and Monitoring and Evaluation.
Strategic Coordination and Harmonization Instruments …. 6. Development Partners Group on HIV/AIDS (DPGAIDS). This provides forum for the members to consult and agree on the most appropriate ways to support the national response process. 7. Regular Joint DPGAIDS/TACAIDS consultative forum for sharing information on progress in the national response and priorities in next steps, every other month.

Tanzania National Coordinating Mechanism (TNCM) which was formed in 2005 by restructuring the Global Fund CCM to expand coordination of resources to include resources from other sources for HIV/AIDS, TB and malaria and any health related emergency requiring multisectoral action; Global Fund, PEPFAR, TMAP
Strategic Coordination and Harmonization Instruments …. • Members of the Executive Committee of TNCM includes the following: • P S PMO Chair • PS MOH, MOF, RALG. • DPs: Chair DPGAIDS, USG, UN • CSOs, FBOs (2), PLHAs (2), Academia, Private sector (AIDS Business Coalition), Workers Union and Media.
Strategic Coordination and Harmonization Instruments …. • The Ministry of Health coordinates the partners in the implementation of the Care and Treatment Plan – Govt. PEPFAR, Axios, JICA, AMREF, CSSC, to facilitate harmonization, geographical and thematic coverage.- (ART. VCT, PMTCT, HBC, Blood safety, training of h/workers, etc)
Lessons learnt – creating conducive environment • Government commitment • National lead authority and coordinator • National Policy and Strategy • Commitment and agreement within the DPGAIDS in joint support. • Regular consultations, sharing information and transparency • Accommodate and align newcomers • Joint responsibility for results
Challenges • Some DPs do not channel funds through the agreed mechanism • Different budget cycles • Uncertainty about future funding • Different reporting formats
Next steps • Consultations are ongoing between Government and development partners to pool funds for HIV/AIDS in the MOF
