  1. Curbing GHG from freight transport in Greece Presentation at COST WATCH Meeting09-11May 2007Transport Research Centre – TRANSyTUniversidad Politécnica de Madrid

  2. National Priorities should be : Increase of Natural Gas share in Industry, Households, Office Buildings and Transportation Increase of energy production form Renewable sources Increase network and usage of public transport means Measures for Households & Office Buildings (Energy Friendly) Green Farming Biofuel & Biomass boost The National GHG emissions reduction Plan focuses on energy and transport…

  3. …Road Transport takes the lion’s share of GHG transport emissions… • (13 ktoe consumed in 2005) 416 natural gas buses in Athens Include more text

  4. …with passenger transport contributing significantly to the total …

  5. …and consequently taking the lead in measures implemented regarding transportation… • Doubling of the Athens Metro network and the Thessaloniki Metro (to be built) • Renewal of Public Transport Vehicles and Taxi fleets 9,500 taxis were replaced by 2005 (out of a country total of 35,000). Should this measure continue to the rest of the fleet the expected GHG reduction is estimated to be 25 kt CO2 eq (2015). 416 natural gas buses in the greater Athens area Complete replacement of electrical buses fleet in 2004 283 new vehicles EURO III purchased between 2004-2005 520 new vehicles EURO IV and EURO V purchased in 2006 • 550 natural gas buses in Athens in 2010 and 880 in 2015. Additional emissions reductions are estimated to be 3kt CO2 eq in 2010 and 5 kt CO2 eq in 2015

  6. Freight transport is included in the equation through a declared intention to increase the railway freight volumes “Additional measures include the increase of rail freight transport” Ministry of the Environment and Public Works “Increase of the rail freight transport volumes to 8% of the total volume of goods transported in Greece in 10 years” Ministry of Transport and Telecommunications

  7. The road freight transport market is the most significant and is growing… • 98 % of the total volume of goods transported • 46 % of exports and 43% of imports (by value) are realized through the road network • 5,7 % average annual growth between 1990-2000 (EU-15 3,8%)

  8. … road freight vehicles fleet is growing too, but also aging… • HDV fleet grew at an average annual rate of 3,4% between 1990-2005 • Number of vehicles grew from 143,000 to 237,000

  9. … a HDV Market Report has caused controversy… • “Private” Use and “Public” Use Concept • Concentrating on new vehicles 43% relate to Public Use Vehicles and 57% to Private Use Vehicles • Concentrating on used vehicles 69% relate to Public Use Vehicles and 31% to Private Use Vehicles • Only 15,4 % of vehicles entering the market are new HDV • Remove market barriers and (possibly) provide financial incentives

  10. …New logistics centres play a vital role in the chain.. Development and Operation of Thriasio Thessaloniki

  11. …as do intermodal connections in all of Greece’s major ports “development of intermodal transport networks and associated infrastructure. Railway connection with ports to increase intermodal transport. Connection of ports with major road arteries and airports” Ministry of Mercantile Marine, National Port Policy, January 2006 Completing railway connections for the ports of • Pireaus • Patras • Thessaloniki • Kavala • Alexandroupolis • Igoumenitsa

  12. …a recent study presents the complete network… WESTERN EUROPE EASTERN EUROPE / RUSSIA ROMANIA F.Y.R.O.M. BULGARIA TURKEY Alexandroupolis FC FC Highway FC Thessaloniki Igoumenitsa LEGEND: Railway: Sea Route.: Border connection.: Railway Junction: Port: Main Railway Junction: Freight Centre To be decided: Suggested: WESTERN EUROPE Larisa Volos FC FC FC Thriassio ΕΚ Patras Korinthos ΕΚ Attika Region Ports: Elefsina- Ikonio- Pireaus

  13. …increase in intermodal transport has been included in the National Land Use Plan…

  14. …and an improved railway network too..

  15. …the Hellenic Railways Organization is also taking measures… • Completion of the core railway axis (PATHE/P) 3 bil. € in the 3rd Community Support Framework 2 bil. € in the 4th Community Support Framework • Restructuring of the Hellenic Railways Organization (OSE) has been effected in 2007

  16. …so what ?... Assuming that rail freight transport will take on 10% of the total freight volume increase by 2010 and 20% by 2015 the estimated GHG emissions reduction will be 35 kt CO2 eq and 68 kt CO2 eq respectively. In conclusion and bearing in mind that the total cost of improving rail freight transport cannot be estimated but is expected to be very significant, the average annual GHG emissions reduction (in kt CO2 eq) between 2008 – 2012 is expected to be 35.

  17. …an improvement is expected from the introduction of biofuels… • Implementation of 2003/30/EU started in 2005 • Specifically, National Sugar Company declared intent to start producing 350,000m3 bioethanol by late 2008. • Regarding biodiesel, 3 production units, total capacity 115,000 t 2 production units starting, total capacity 295,000 t 7 production units at early planning stage, total capacity 180,000 t • Biodiesel/Diesel mix distributed is exempt from Special Duty Tax in accordance to the by volume % of biodiesel in the fuel.

  18. …additional measures and initiatives include … • Significant Increase in Technical Vehicle Check Centres 56 Public 37 Private 40 more Licences • INTERACTION – Reducing Energy Use in freight transport (Intelligent energy EUROPE)

  19. Conclusions • Reduction of GHG emissions form freight transport is a priority on Greece’s agenda with regard to increasing rail freight. • Significant rail infrastructure is still missing in order to be able to see tangible short-medium term results. • Significant improvement can be noted in the coordination of the effort. • Replacement of HDVs fleet is a sociopolitical problem as well as a technical one. • Little progress has been made in promoting sustainable city logistics for freight transport

  20. Curbing GHG from freight transport in Greece Questions -Discussion

  21. Coherent policy – who decides • Gepographical spread and current proctice • Historical reasons for decreased rail transport (Yogoslavia) • Little has been done on urban transport logistics (last miles techniques) eg on-street parking policy where there was no provisions for loading zones • Recent study by Stratos and another colleague showed that bus speed is impacted by 15% due to unregulated loading-unloading of goods 01.06.2006
