Exercise Purpose • The purpose of this exercise is to evaluate player actions against current response plans and capabilities for a terrorist incident response
Exercise Scope • The scope of play for [Exercise Name] requires the establishment of an incident scene and requires responders in the field to perform those actions usually associated with an initial response to a possible bioterrorism incident • Actions include command and control, communications, victim rescue, triage and treatment, hazard identification, site security and crowd control, monitoring for contamination, contamination control, and device recovery and packaging
Target Capabilities • Capabilities provide the foundation for development of the exercise objectives and scenario. Exercise Objectives • Incident Command System (ICS) / Unified Command • Evaluate the local decision-making process, the capability to implement the ICS, and the effective transition to a Unified Command in response to a terrorist incident. Examine the communities’ ability to employ various ICS functions • Emergency Operations Center (EOC) Operation • Exercise the communities’ ability to activate, staff, and operate local EOCs in response to a terrorist event
Exercise Objectives • Communications • Assess the ability to establish and maintain multi-disciplinary/jurisdictional communications network during a response to a terrorist incident • WMD/Hazardous Materials Response • Assess the capability and adequacy of agency plans for responding to a potential bioterrorism incident. This includes issues of hazard identification, site security, contamination control, and recovery and packaging
Exercise Scenario • Armed suspects aboard [Jurisdiction Mass Transit] bus seize the bus—taking passengers as hostages—when approached by law enforcement officers • Negotiations begin to break down, prompting SWAT to make entry and neutralize the hostage takers • Law enforcement are alerted by hostages that a biological agent (anthrax) was supposedly in one of the hostage taker’s backpack • HazMat unit responds, locates and identifies substance as anthrax • Precautionary decontamination is conducted

Weapons Policy • Personnel serving as exercise participants shall NOT carry a loaded weapon within the confines of the exercise play area. • Authorized individuals may carry their weapon only after: • it has been properly cleared and rendered safe (i.e., no ammunition in chamber, cylinder, breach, or magazines) • The weapon has been marked or identified in a conspicuous manner (i.e., bright visible tape around the visible stock or holster) • Personnel providing exercise site security may carry loaded weapons
