DoD Military Construction (MILCON)/Energy Conservation Investment Program (ECIP) Overview • Plays a significant role in providing the infrastructure to train, operate, and achieve the national security goals of the United States while providing housing and other support to members of the Armed Forces and their families • Highlights: • $240M for 21 Child Development Centers (CDC) • $120M for the Energy Conservation Investment Program (ECIP) • $114M for Family Housing construction • $100M for two Warrior in Transition (WT) facilities • Total MILCON appropriation = $2.3B

7. DoD Near Term Energy-Efficiency Technology (NTEET) and Overview • Identifies technologies that can satisfy energy efficiency needs, investigates current opportunities for military applications, or spurs energy initiatives within industry. • Focuses on engine efficiencies; cost-effective material for solar energy cells; fuel cells; alternative fuel testing; mobile waste-to-energy; and tactical micro-grids. • $300M appropriation

8. DoD Homeowners Assistance Plan (HAP) and Overview • Expands (temporarily) assistance to qualified military and civilian personnel who suffer financial loss on the sale of their primary residence • Provides benefits to wounded, injured, or ill members of the Armed Forces; wounded, injured, or ill DoD civilian employees; and surviving spouses • $555M appropriation

New Warrior In Transition ComplexFort Bliss, TX Description of Work Design and construct a Warriors In Transition complex providing dedicated command, control, support, and comprehensive care management for up to 232 recovering wounded, ill and injured soldiers. Impact This LEED1 Silver project provides Fort Bliss with the capability to support wounded warriors and their families Potential beneficiaries impacted: 55,000 Project Status Contractor is grading, demolishing abandoned utility lines, and building foundation pads. The project is 9.8% complete. Estimated completion: Dec 2010 Repaired road after a utility line was placed 1The Leadership in Energy and Environmental Design (LEED) Green Building Rating System, developed by the U.S. Green Building Council provides a suite of standards for environmentally sustainable construction. 29. Restoration to Dental ClinicCamp Pendleton, CA Project Status Heating, Ventilation, and Air Conditioning and framing work is complete. Electrical, plumbing and dry wall work is in progress. Construction is 35% complete. Estimated completion: Apr 2010 • Description of Work • Reconfigure and renovate the existing dental clinic including examination rooms, offices, dental records room, bathroom, X-Ray room, and laboratory. 32. Modernize Urology/Orthopedics SuiteNaval Hospital, Guam Description of Work Renovate B3 wing (Orthopedics/Urology) to provide a combined waiting area at the entrance to the wing. Relocate treatment rooms and doctors offices to the rear of the wing with the addition of one extra treatment room. Work to be completed in 3 phases to maintain operations.
