Overview • Introduction (Dennis Goreham/Ivan DeLoatch) • Overview of A-16 Supplemental Guidance and resolution of NGAC Subcommittee feedback (Lew Sanford, FGDC) • Summary of Subcommittee reaction to Supplemental Guidance / Draft recommendations on next steps (Dennis Goreham/subcommittee members) • Discussion / Agreement on NGAC recommendations (facilitated – small group discussions)
Governance/A-16 Subcommittee • Subcommittee Members: • Dennis Goreham (Chair), Randall Johnson, Jerry Johnston, John Palatiello, David Schell • Purpose: • Provide comments/recommendations on geospatial lifecycle management strategies and revisions to OMB Circular A-16 data themes being developed and coordinated through the Geospatial Line of Business initiative. • Activities to date: • Reviewed Draft Supplemental Circular A-16 Guidance, received briefing from FGDC/Geospatial LoB Workgroup (November 2008) • Provided comments on Draft Guidance (November 2008) • Reviewed Final Draft Guidance (December 2008) • Provided comments on Final Draft Guidance (December 2008) • Developed draft recommendations for consideration by NGAC
NGAC Governance/A-16 Subcommittee Remaining Issues Identified by Subcommittee: • Determine which roles and responsibilities identified in SG are not fully implemented • Encourage greater OMB responsibilities – A16 and S.G. • Determine process to optimize opportunities to partner with commercial and non-profit entities • Define process to resolve differences between sectors • Increase participation in data calls and annual reports to include all identified data themes • Identify infrastructure of A16, define NSDI components, determine products, measure, report
NGAC Governance/A-16 Subcommittee (CONT) Remaining Issues Identified by Subcommittee: • Address need for greater coordination to minimize federal activities that may duplicate state, local, or private activities • Better engage state, local, and private sectors to define Authoritative Data Sources • Increase relationship of A16 and GLOB to eGov activities • Develop process to recommend changes to A16 • Develop an inclusive process for rewrites of A16 and related documents
NGAC Governance/A-16 Subcommittee (CONT) Remaining Issues Identified by Subcommittee: • Determine optimum location for FGDC in new administration organization structure (CTO?) • Continue to review governance model for non-federal participation • Determine ties between NSDI activities and stimulus package • Determine future process to provide input in a timely way to initiatives like the stimulus package • Determine priorities of new administration and non-federal partners • Determine ways for NGAC to provide input to related federal agency activities • Do not slow down on current A16 related activities
