  2. 2010 FGDC Guidance Key Elements: • Geospatial Platform • Place-based Policies • Emerging Technology • National Basemap / The National Map • Broadband Mapping • Geospatial Workforce • Partnerships

Geospatial Platform Guidance: • Geospatial Platform Components: Portfolio management approach; Improving the governance framework to address the requirements of State, local and tribal agencies, Administration policy, and agency mission objectives; Investments prioritized based on business needs; Increased collaboration with Data.gov, with an emphasis on reuse of architectural standards and technology, ultimately increasing access to geospatial data Potential Focus Areas • Feedback on the draft blueprint for design and organization of the Federal Geospatial Platform concept. • Feedback on approaches to improve the governance framework to address the requirements of State, local and tribal agencies, Administration policy, and agency mission objectives.

  4. Place-Based Policies Guidance • Provide advice and recommendations on the effective application of geospatial technology to inform the development and implementation of the Administration’s Place-based Policy initiative, as described in Executive Office of the President Memorandum M-09-28, “Developing Effective Place-Based Policies for the FY 2011 Budget.” Potential Focus Areas • Coordinate with OMB and FGDC partner agencies to identify specific research topics

Emerging Technologies Guidance • Provide analysis, advice, and recommendations on the impacts that new and emerging technologies are likely to have on the management and use of federal geospatial data and programs. Provide a forecast of likely technology changes and their impact on Federal programs. Potential topics for consideration include cloud computing, reuse of architectural standards, and opportunities for increased collaboration with Data.gov Potential Focus Areas • Impacts of Cloud Computing • Technology forecast – potential impacts of new and emerging technologies on agencies/programs • Dialogue with agency new media teams – explore opportunities to better utilize geospatial tools • Community Mapping

National Basemap/The National Map Guidance • Provide input on scoping and approach for possible development of a National Basemap / National GIS, and the role that The National Map could play in such an effort. Provide feedback and comments on the development and implementation of the new strategic plan for The National Map. Potential Focus Areas • What are the primary datasets that should be included in a National Basemap? • What services should be provided through a National Basemap? • What is the relationship between a National Basemap and the Geospatial Platform? • Feedback on strategic plan for The National Map

  7. Broadband Mapping Guidance • Feedback on implementation of the broadband inventory mapping initiative authorized under the American Recovery and Reinvestment Act of 2009 (ARRA). Potential Focus Areas • Coordinate with DOC/NTIA, FCC, and USDA/RUS to identify specific research topics

  8. Geospatial Workforce Guidance • Provide recommendations on possible approaches to develop intergovernmental and public-private strategies to facilitate the development, training, and retention of a highly skilled workforce to meet the expanding geospatial needs of public and private-sector organizations. Potential Focus Areas • Research and assess geospatial workforce-related studies and activities currently planned or underway • Assess potential role/involvement/support from FGDC & NGAC • Engage in dialogue with DOL & OPM

  9. Partnerships Guidance • Continue to identify opportunities and best-practice models to enhance the effectiveness of public-public and public-private geospatial partnerships. Identify and evaluate possible geospatial commerce models that may be applicable within the Federal geospatial community Potential Focus Areas • Update case studies database – find permanent home • Continue analysis of legal framework (federal, state, local, tribal, non-profit, educational) • What are the enabling statutes, regulations, policies to make these partnerships work? What is getting in the way? • Need to continue analysis with private sector partners – looking for details regarding creative PPPs with private funding • Possible Pilot Projects (Parcels, Imagery, Volunteered Geographic Information, Cloud Computing)
