  3. What are CSPGs? The Certification Staffing Policies and Guidelines (CSPGs) apply to public school educators and school entities. CSPGs contain essential information for certification processes and each public school certificate/license area.

  4. Staffing Academic Programs Appropriately • A job description may be submitted to the Bureau of School Leadership and Teacher Quality, kturner@pa.gov for a staffing determination. • How is the determination made? • Academic programs – CSPGs, additional PDE policy, subject specific program guidelines • Vocational programs – Classification of Instructional Programs (CIP) Code Descriptions

  5. Staffing Vocational Programs • Vocational certificates are used to staff vocational programs only, not academic programs. • Vocational Programs: • Listed under CIP Codes • Each program description lists the proper certificate and occupational competency area required.

  6. Level I to Level II – CSPG #7 • Complete the Requirements • Three years of satisfactory service • Induction (approved program) • 24 Post-baccalaureate credits • 6 credits must be in the content area of the certificate (pedagogy, SAS & inclusion count) • Not in law, theology, real estate, or medicine • Chief School Administrator recommendation • Good Moral Character (GMC) • U.S. Citizen (except for world languages)

  7. Applicable Service Mandatory Service Optional Service Non-Creditable Service See CSPG #7 for complete listings under these three types of service.

  8. Counting Service – CSPG #7 Service of 70 days or more in a single assignment Service must be 50 percent or more of the school day and/or school week to count for Level II. Service must be in the area of certification or under the scope of the certificate held by the educator. The Instructional I certificate is considered to be a single Instructional certificate withvarious areas.

Level I to II and Act 48 Continuing Education (CE) Level I to II Act 48 CE 5 calendar years from date initial certificate issued. 6 credits = 180 hours CE Credits: 2- or 4-year college IU credits In-service hours from approved providers No Induction Notice at 4- and 5-year marks Penalty – inactive certificate • Instructional I and Ed Specialist I certificates are valid for 6 years of service (See CSPG #3 and #7 for other certificates) • 24 credits • Credits: • 4 yr. degree granting college • IU credits (community college credits not acceptable • Induction • No Notice to Educator • Penalty – lapsed certificate

  10. Certificate Validity – CSPG #3 A Level I certificate is valid until the end of its specified validity period. The validity period for each certificate type is listed in CSPG #3. Time served on the certificate is what counts against the certificate validity (also referred to as work experience). CSPG #7 assists with how service time is calculated against the Level I certificate validity.

  11. Lapsed Certificates A Level I certificate lapses when the educator has completed the maximum years of service and has not converted the Level I to a Level II certificate. LEA guidance is found in the Basic Education Circular 12-1201. Submit Documentation Worksheet for Determining Certificate Validity to the Bureau. The educator may not serve if the Bureau determines that the Level I certificate is lapsed, but may convert to Level II at any time after requirements have been met.

  12. Tenure and Level II • Tenure and Level II are calculated differently. • Tenure is part of School Services Unit. • Contact information for tenure questions: • RA-PDE-SchoolService@pa.gov

  13. Guest Teacher Emergency Permits Day-to-day substitute permits may be requested by the Local Education Agency (LEA) responsible for the guest teacher program. This does NOT apply to long-term substitute teachers.

  14. Private Provider Reminders Each LEA is responsible for the substitute educators working with its students. • Only LEAs may request emergency permits. • Please check to make sure your private provider substitute educators: • Have active and valid certificates or an emergency permit, and • Provide original transcripts for your personnel folders.

  15. Type 06 Substitute Educator Audit • An audit requires an official transcript verifying the bachelor’s degree if the substitute educator does not hold a PA certificate. • A transcript is not on file at the Pennsylvania Department of Education (PDE) for those holding Type 06 permits unless they were audited in the past. • The PDE 338G form is requested for auto re-issued applicants.

  16. Day-to-Day Student Substitutes Act 86 of 2016 – Students Currently Enrolled in the Program • Must be continuously enrolled in a PA-approved teacher prep program • Must have a minimum of 60 semester hours or equivalent • May teach a maximum of 10 days for a single employee • May teach a maximum of 20 total days per year • May substitute for their cooperating teacher while student teaching (a total of 10 days) Locally issued – no TIMS application – keep records

  17. Type 01 Long-Term Emergency Permit • A Type 01 permit is issued to fill a position that will exceed 20 consecutive days in a single assignment when future employment is anticipated. • Examples of vacancies: • New position • Resignation • Retirement • Termination

  18. Reissuance Requirements 1st reissuance credit requirements are based on the date of the initial emergency permit: • August 1 – November 30 = 6 program credits • December 1 – March 31 = 3 program credits • April 1 – July 31 = proof of program enrollment 2nd reissuance and all subsequent require 9 credits

  19. Type 04 Long-Term Emergency Permit • A Type 04 permit is issued to fill a temporary substitute position that will exceed 20 consecutive days in a single assignment. • Examples of temporary positions: • Sabbatical, medical, maternity • Coverage while recruiting • Coverage for eliminated position

  21. Act 39 of 2018 Vocational Instructional Intern Certificate Requirements: • Effective July 1, 2018 • An increase from two years to at least four years (8,000 hours) of wage-earning experience in the occupation to be taught.

  22. Act 82 of 2018 – Special Education Special Education PK-12 certificates will be offered beginning January 1, 2022. Special Education PK-8 and Special Education 7-12 certificates will continue to be offered through December 31, 2021. PDE will continue to require initial applicants for Special Education PK-8 and Special Education 7-12 certificates to obtain a content certificate in a corresponding grade span through December 31, 2021.

  23. Act 82 of 2018 – Special Education – con’d Effective December 19, 2018, for Special Education PK-8 and 7-12 certificate holders, PDE began to allow the issuance of the other special education certificate following the satisfactory completion of these requirements by the candidate: • The required education credits; and • The recommendation of the program provider. or • A passing score on the assessment for the other special education grade span, or • A passing score on an assessment developed by PDE for the new Special Education certificate. Candidates are not required to obtain an additional content area certificate in a corresponding grade span in order to extend the scope of their existing certificate.

  24. Act 82 0f 2018 – Early Childhood • Early Childhood PK-4 certificates may add the grade span to include grades 5 and 6 by obtaining qualifying test scores on assessments made available through PDE. • From the grades 4-8 test modules (elementary content): • Praxis 5154 • Praxis 5155

  25. Exceptions Provides LEAs additional flexibility for staffing related to the current Early Childhood, Elementary/Middle, and Special Education PK-8 and 7-12 certificates. Includes Approved Private Schools (APS) and Licensed Private Academic Schools where public school certificates are required by regulation. An LEA (not an agency) may request an exception. Granted for five years; may re-apply.

  26. Exception Application Process Step 1 LEA requests an exception to the Bureau through an official letter by email (to kturner@pa.gov) including a detailed explanation why the exception is necessary. Step 2 The educator for which the exception is being requested must apply in the Teacher Information Management System (TIMS).

  27. Exception – Level II & Validity • Public school and Approved Private School service on an exception counts against Level I certificate validity and is accepted for Level II service. • Service performed in Private Licensed Academic Schools is optional.

  28. New Certificates: Computer Science Computer Science 7-12 Program Framework Guidelines were posted on the PDE website as of December 2018. The Bureau is working on adopting a test for this certificate. Program providers may begin to develop programs and apply for initial program approval.

  31. New Certificates: American Sign Language (ASL) New pathways to ASL certification are being developed through World Language certification programs. A Pathway to ASL certification exists for Hearing Impaired PK-12 certified educators who take the ASL Praxis proficiency review (0634) and apply in TIMS.

Act 45/PA Inspired Leadership (PIL) Continuing Professional Education Requirements All certified school and systems leaders who serve in the following positions in a PA public school must fulfill requirements: • Assistant or Vice Principal • Principal • Assistant Superintendent • Superintendent • Assistant IU Executive Director • IU Executive Director • Director of an Area Vocational-Technical School • Administrators serving in other positions must fulfill continuing professional education requirements through completion of Act 48 hours.

  35. Act 45/PIL Requirements Requirement: Completion of 180 Act 45/PIL continuing professional education hours every five (5) years. The number of hours assigned is prorated during the PERMS continuing professional education period when first hired in one of the positions previously listed. Approved Principal Induction courses provide PIL hours. PDE and certain non-PDE organizations offer courses that been approved to provide PIL hours.

  36. Act 45 Principal Induction Requirements Principals and Assistant/Vice Principals must complete the following process within five years of initial appointment in PA commonwealth public schools: 1. Complete a PDE-approved Principal Induction Program within five years of the initial appointment in PA commonwealth public schools. 2. Upon completion of the Induction program, and after three years of service, convert from an Administrative I to an Administrative II certificate within five years of initial appointment in PA commonwealth public schools.

  38. Act 48 Requirements • Time period begins from date of certificate issue • 180 hours (6 college credits) every five years to maintain “Active” certification • 180 hours must be completed within the five-year period, if employed or unemployed.

  39. Voluntary Inactive and Retired Status Voluntary Inactive Status • Do not complete hours, automatically becomes inactive • Complete hours, becomes active again as of date of completion • Never lose your certificate Retired Status • Listed as Retired when reported by PSERS/SERS • Retired = Act 48 requirement is suspended • Time period/calendar ceases to advance • Certificate remains Active, as listed in Act 5

  40. Act 48 Extensions and Appeals Extensions • May request extension to five year period • Extenuating circumstances: Active military duty, medical disability, and financial hardship (common) • Apply through TIMS Appeals • 4-year notices • Reminder to complete the remaining Act 48 hours • 5-year notices • Inactivation letters • Choice to appeal the decision or • Let certificate become inactive

  41. Act 5: Retiree (Act 5 of 2006) Annuitant who returns to school service Full-time position or in a day-to-day or long-term substitute position Continues in school service for more than 180 days, cumulatively Must fulfill the requirements of Act 48 starting on 181st day of return to service
