The Methodical directive of DSCGQAA director STAND01 is a supporting document to MoD order No. 26/2004 and Allied publication AAP-3(J). • It is binding for defence standardization process management in MoD area of responsibility. All mentioned duties, rights and obligations of stakeholders and interested bodies are linked to current wording of MoD Order. • STAND01 is based on following documents: • Law No. 309/2000 Coll., • CZE Governmental Resolution No. 1194/2000 Coll., • MoD Order No 26/2004, • NATO Allied Administrative Publication AAP-3(J)(2).

  7. STANAG ratification response is a written expression of national position to particular STANAG and its edition using a standardized form. (Annex E:National Response to Ratification Request for NATO member nations) (Annex G: Partner Nation Adoption of a STANAG) NATO member / Partner have right to choose 1 of following responses: • a) „Ratifying and implementing“/“Adopting“, if it should be implemented in full extent; • b) „Ratifying and implementing, with reservations“/“Adopting, with observations“, if it should be implemented only partially; • c) „Ratifying, future implementation“/“Adopting, future implementation“, if it should be implemented fully, but at present it is not possible to set the implementation date; • d) „Ratifying, future implementation, with reservations“/“Adopting, future implementation, with observations“, if it should be implemented only partially, and at present it is not possible to set the implementation date; • e) „Not ratifying“, if NATO only nation disagrees with STANAG contents; • f) „Not participating“/“Not participating“, if does not take part at the STANAG related activities. Letter b) to f) responses needs to be justified in the form of comments/comments and/or reservations/observations in the relevant part of response.

STANAG ratification national response term • for STANAG RDs the term sets relevant NATO body (tasking authority), based on working group proposal (reflects all nations priorities). • for already promulgated STANAGs the term sets Plan of defence standardization, based on priorities, proposed by Standardization Group custodians. It is purely national decision, balancing national capacities, priorities and obligations . Time and resources consuming process - CZE finished it after 10 years.

Request for RD STANAG term prolongation If it is not possible to fulfil given term for the national ratification response from the objective reasons, the Standardization class custodian requests its prolongation. Properly justified request for prolongation of the term he submits to DSCGQAA through Standardization group custodian for sending information to the relevant NATO body. Max. next 6 months for 1st edition of STANAG Max. next 4 months for 2nd and following edition of STANAG Any national request for RD response cause delays in STANAG promulgation, should be used only exceptionally.

  12. Intended date of STANAG implementation in 2 formulas: • for STANAG RDs the term in number of months after date of promulgation (DOP), could be different for NAVY, ARMY, AIR, Other forces. Formula: DOP + X m • for already promulgated STANAGs the term is particular date (day month year) Practical recommendation for Stand. Group Custodians: To set realistic and achievable terms, respecting expected complexity of implementation (min DOP+3m, for implementation by national defence standard min DOP+24m)

  13. STANAG implementation term adherence • It is not only DSCGQAA, but the Czech Republic commitment. It should be kept seriously, regarding the term and extent. But priorities, available financial and personnel resources can vary during implementation period. • If it is not possible to fulfil planned (expected) term for STANAG implementation, the Standardization class custodian without any delay elaborates a new STANAG ratification proposal with properly justified new term of expected implementation and submits it to the DSCGQAA through Standardization group custodian.

Levels of implementation: • administrative conditions – STANAG contents is incorporated into documents of sufficient law force. • realisation – procurement of military technique and materiel, training and exercising of personnel, activating of prepared orders to use / to do something, fulfilling of other duties according the STANAG
