Background • In the beginning there was the ‘batch’ option • Collect card number online • Send it to college/university attached to the admissions app • College/university processes the payment via their own machinery • Still in use • Of 43 institutions accepting credit cards, 25 use this option

  4. Background • Hey, let’s do online app fee payments • Can make payment real-time • Can ensure payment made before submission of admissions app is complete • No handling of card info by colleges/universities for app fees

  5. Background • Selected Verisign • Cost paid per transaction by colleges/universities to Verisign • Paypal acquired Verisign • Rebranded Verisign Gateway as Paypal Gateway

  6. More recently… • From schools to the Advisory Committee • “Do we have to use Paypal?” • “Can we have other vendors, please?” • “We already have a deal with this other vendor – can we use that?” • Committee said “good idea”, let’s look at this • Now for some pretty pictures…

  12. Considerations • What features do we want? • Ability to leverage combined weight of Texas schools to get a good deal • Ability to use existing vendor contracts because of sole source or better deals • Eliminate batch method (okay, *I* want that)

  13. Considerations • Pros • Likely would result in some savings • More control by colleges/universities over their payment options • Easier PCI compliance • Cons • Initial development costs by ApplyTexas team • More vendor options, therefore more effort to learn and understand those options
