  2. Why is Early On undergoing a system redesign? • Wide-spread, systemic compliance concerns • Partner agency program & service changes • Under resourced early intervention system • Federal shift from process to results • OSEP required six year planning (State Performance Plans)

Who made the decision to complete the redesign? • The State Interagency Coordinating Council recommended to the Michigan Department of Education (Part C Lead Agency) at its February meeting that the redesign be undertaken using a results/outcomes based approach. • The Lead Agency accepted the recommendation and hired the redesign coordinator.

  4. What is the premise for the redesign approach? • Results-Based Accountability (Freidman) • Results-Based Budgeting (Osborne & Hutichinson) • Transparency of process • Seek community led input/comment • Build public will for critical importance of early intervention investment

  6. What is the role of the SICC? The members of the State Interagency Coordinating Council (SICC) are serving as the Core Team for the Early On Redesign Process. The role of the Core Team is to: • Advise on the redesign process at SICC meetings • Participate in redesign activities • Communicate about redesign to constituencies.

  7. What is the role of the Early On Redesign Leadership Team? • Assist the Redesign Coordinator to garner needed resources and participation and prioritize activities; • Communicate with state-level, public agency, executive staff regarding redesign process; • Communicate across results-teams regarding issues, information gained, and needed adjustments to process or timelines. • Approve products; • Integrate Early On's issues with ongoing early childhood initiatives.

What is the role of the Early On Redesign Staff? • Garner resources for redesign process; • Help to staff the overall process and Results Teams; • Communicate regularly with constituencies about redesign process; • Support the redesign to be successful; • Ensure compliance with IDEA Part C 2004.

The Decision-making Process • All groups are advisory to State Interagency Coordinating Council (SICC). • SICC is an advisory body to the Michigan Department of Education (MDE). • Recommendations that come out of Redesign process go to SICC for approval. • SICC recommends items to MDE. • Interagency staff at SICC meetings report to and communicate with their Interagency Directors. • MDE makes recommendations to the Governor. • The Governor and her staff review and decide whether or not to have MDE implement.

  10. Steps in the Redesign Process • Identify Key Causes and Forces • Determine Eligible Population • Identify Funding Pool • Define Results • Allocate Resources • Convene Results Teams • Develop Purchasing Plan • Create Strategic Plan and Budget

Step #1: Identify Key Causes and Forces PRODUCT: • Causes and Forces Workgroup Report WHO CONTRIBUTED THE TEXT FOR THE REPORT: Participants in the Causes & Forces Identification Meeting Individuals who commented via the Early Redesign listserv HOW WILL THE REPORT BE USED: Each Results/Outcomes Team will have a copy of the report to review as strategies are recommended.

Step #2: Determine Eligible Population PRODUCTS: • Prevalence Study of Current Early On Eligibility Definition • Modified Established Condition List • General recommendations from eligibility determination process ad hoc committee • Paper from Special Education Directors WHO WILL CONTRIBUTE: National Prevalence Consultant Eligibility Task Force Stakeholders via the Early On Redesign Listserv HOW WILL THE REPORT BE USED: State Performance Plan

Step #3: Identify Funding Pool PRODUCT: Fiscal Map of Federal Funding Sources Fiscal Study of Current Financing of Early On WHO WILL CONTRIBUTE: National Consultants Funding Analysis Task Force (State and Local Finance Experts) Stakeholders via the Early On Redesign Listserv HOW WILL THE REPORT BE USED: Basis of recommendations for Step #7

Step #4: Define Results PRODUCT: • Child and Family Outcomes for Early On • Indicators to chart Michigan’s progress on achievement of the outcomes WHO WILL CREATE THE PRODUCT FOR SICC: Early Childhood Outcomes Center created Outcomes on behalf of OSEP Redesign Leadership Team prepared “Draft” Indicators Stakeholders provide comment on “draft” indicators via the Early On Redesign Listserv Results/Outcomes Workgroups finalize Indicators HOW WILL THE PRODUCT BE USED: Step #6 State Performance Plan

  15. Step #5: Allocate Resources PRODUCT: Initial recommendations re: percent of all fiscal resources to allocate to the attainment of each Outcome. WHO WILL CREATE THE PRODUCT FOR SICC: Redesign Leadership Team Stakeholders via the Early On Redesign Listserv HOW WILL THE PRODUCT BE USED: Step #6

Step #6:Convene Results Teams PRODUCT: • Recommended Indicators for each Outcome • Report on current status of each Indicator • Recommended system-level strategies to achieve each Outcome WHO WILL CREATE THE PRODUCT FOR SICC: Results/Outcomes Workgroups Stakeholders via the Early On Redesign Listserv HOW WILL THE PRODUCT BE USED: State Performance Plan

Step 7 & 8:Develop Purchasing Plan and create Strategic Plan and Budget PRODUCT: • State Performance Plan • Shared Purchasing Plan WHO WILL CREATE THE PRODUCT FOR SICC: Michigan Department of Education with assistance from DCH & DHS HOW WILL THE PRODUCT BE USED: Secure IDEA Part C Federal Funds

  18. When will Redesign be completed? • Report to SICC in November • Work product becomes the basis of the State Performance Plan due in December
