  4. IMPLICATIONS Staffing decisions will be made before April 2013 Staffing decisions will be made based on worst-case financial information This could result in Reductions In Force (RIFs), depending on what budgetary cuts are made

A New Reduction in Force Regulation -Missouri State Statute 168.124: : Permanent teachers shall be retained on the basis of performance-based evaluations and seniority (however, seniority shall not be controlling) -RSD and RNEA collaborated to re-write the Reduction in Force regulation (Rockwood regulation 4740) -Rockwood is one of a handful, if not the only, district to afford NON-TENURED TEACHERS RIGHTS WITHIN THE REDUCTION IN FORCE REGULATION !!! -These rights include a sequential call-back list, first rights to openings up until the start of the next school year as well as uncontested unemployment benefits -Per state law, tenured staff have call-back rights for a three year period and are protected from a reduction in force if a non-tenured teacher is employed in a position for which the tenured teacher is certified.

Key Points in RSD Regulation 4740 Seniority is 49% of the Reduction in Force calculation Performance based upon evaluations is 51% of the Reduction in Force calculation For the purpose of the RIF calculation, a 3 and a 4 on evaluations will be counted the same Tie-breakers include channel on salary schedule as well as total compensation for Extra-Curricular contracts and Clubs, Contests and Competitions
