  2. Inputs about Water Loss focus – 21Aug09 • Still driven from DWA rather than owned by LM’s • 15? Projects and under WSACD Programme • DWA using licenses to address ownership • Funding is channelled indirectly • Funding and project facilitation unit needed • Governance and leadership challenges remain • Proper structure and secured capacity for resource intensive projects • Key post and skills gaps are VERY real

Inputs about Water Loss focus (cont.) • Broader more balanced methodology could help • Risk-based and need-based could help motivate this • Advocasy and honesty really needed (Awareness) • District forum role and formalization still needed • Prov interpretation needed for NC of National DWA WCDM strategy • More regulatory action and or compliance monitoring needed? (e.g. DWQM and other Systems) • Funding now locked up in DWA
