MISSION STATEMENT • To facilitate the gradual & voluntary return of displaced Afghans ( refugees and IDP’s) to their community in conditions of safety and dignity • Ensure that returnees enjoy access to rights and protection in common with all other Afghan citizens • Ensure initial reintegration needs of returnees and IDP’s are met in a timely manner

  3. WHY INVESTING IN SHELTER ? • Established, Afghan owned co-ordination mechanisms for external assistance; • Combining UNHCR’s added-value and returnees’needs • Expertise and experience in shelter sector

  4. WHICH PROGRAMME DESIGN ? • Voluntary Repatriation Form (VRF) at the heart of accountability; • Targetting most vulnerable returnees • Focus on rural areas • Self-help mode

  5. IMPACT OF SHELTER PROGRAMME • Nine-month monitoring and evaluation review of shelter programme (2004-2005); • Over past three-years (2002-2004), 99 % completion rate with 117,000 families having built their houses; • Programme reaching most vulnerable • “Shelter provides a basis from which livelyhood strategies can be pursued “;
