Phase I ESA Environmental Site Assessment
Purpose • The purpose is to provide a professional opinion on the potential for current presence of RECs at the subject property, holding potential impacts from known problems in the surrounding area.
Detailed Scope-of-Service • URS performed the following work: • They conducted a regulatory database search of known underground storage tanks, landfills, hazardous waste generation or treatment, storage and disposal facilities; and subsurface contamination in the surround area up to within one mile of the center of the subject property (or subject property boundaries). • They also conducted interviews with current property owners and they contacted local agencies for information about the subject property usage and history
Significant Assumptions • There is no significant assumptions
Limitations and Exceptions • There were no apparent conditions that were encountered that would limit URS’ ability to complete the Scope of Work. • No exploratory borings, soil or groundwater sampling, laboratory analyses were performed at the subject property by URS and, therefore, the conclusions were made without the benefit of investigation of the site.
Special Terms and Conditions • URS’ objective is to perform there work in a professional manner, exercising the customary thoroughness and competence of environmental and engineering consulting professionals, in accordance with the standard for professional services at the time and location those services are rendered. • Therefore, URS cannot act as insures and cannot certify or underwrite that a site is free of environmental contamination
User Reliance • This Phase I ESA report has been prepared for use solely by COCH. This report should not be relied upon by or transferred to any other party, or used for any other purpose, without the express written authorization of URS. The Phase I ESA report is applicable for 180 days.
Location and Legal Description • The Subject property is located along the south side of 17th street between Stewart Ave to the west and Wentworth Ave to the east. • The last previous owners were Action Wrecking and Flintkote
Subject Property and Vicinity Characteristics • The property is 17 acres in size. The property was vacant at the time of the site reconnaissance. Remnant foundations including loading docks were observed in the northern portion of the subject property. • URS observed scattered debris across the property
Physical Settings • The surface elevation is 670ft. Above msl. Area topography is relatively level. • The site area runoff infiltrates the vegetated areas or travels to surrounding roadways. According to the EDR database the subject property is not located in the 100 or 500-year flood zones.
Current Adjoining Property Uses • The subject site was vacant vegetated land at the time remnant foundations and rail spurs were observed throughout the subject property.
Title Records • There is no current owner of the site but the previous owners were an unknown owner, Flintkote, and Action Wrecking.
Environmental Liens Use Limitations • URS ordered environmental liens reports or all of the subject property PINs. No Environmental liens or activity use limitations were found.
