Overarching Principles • Systems must be integrated into other initiatives and adapted to the local context • The PD providers at the regional level have the skill, expertise, knowledge, and personal relationships necessary to build this capacity. • The DOE must facilitate this process by deliberately creating structures and processes to ensure integration of RTI into other major state initiatives.
