3. Introduction Zambia is a member of the global village. This implies that Zambia is not an island. It is a member to various International Organisations.
One such organisations is the United Nations. Through its membership to the UN, Zambia’s laws, policies and operations are to a large extent influenced by various conventions, resolutions, declarations and recommendations made by UN agencies such as the International Labour Organisation (ILO).
4. Description of the International Labour Organisation (ILO): The International Labour Organisation (ILO) is a an agency of the Unted Nations (UN), just like World Health Organisation (WHO), etc.
The ILO makes:
(a). Conventions, and
(b). Recommendations
5. Definition of Convention: A convention is a legally binding piece of international law, to all the ratifying member states.
An example of a convention, is the ILO Nursing Personnel Convention No.149 of 1977.
The ILO convention is a product of the ILO

6. THE ILO NURSING PERSONNEL No.149 of 1977. Zambia rafitied the ILO Nursing personnel Convention No. 149 of 1977 in 1980.
The ratification of the ILO C 149 by Zambia in 1980, means that the ILO Nursing Personnel No. 149 of 1977 is legally binding to Zambia.
Therefore, the Zambian Government must domestic and operationalise it.
7. Aspect of the ILO Nursing Personnel No. 149 of 1977. Aspects supported by the convention as stipulated
by the International Labour Organisation (ILO)
include:
adequate education and training to exercise nursing functions;
attractive employment and working conditions, including career prospects, remuneration and social security;
the adaption of occupational safety and health regulations to nursing work;
8. ASPECTS OF C 149 OF 1977, Contd...... the participation of nursing personnel in the planning of nursing services;
the consultation with nursing personnel regarding their employment and working conditions;
dispute settlement mechanisms.
9. ROLE OF THE NURSING PROFESION: Through ZUNO, GNC and the Nursing Unit in the Ministry of Health, the nursing profession has the responsibility to ensure that the Zambian Government is constantly reminded to domesticate and implement the Nursing Personnel Convention No. 149, of 1977.
10. CONCLUSION Hence all nursing personnel should engange themselves in lobbying and advocance, while ZUNO uses its legal previlidge to negotiate for its domestication.
