  3. LETTER OF THE AGREEMENT • Stopped construction of ships • Displaced capital ships • Limited tonnage of navy warships • Open Door Policy – ensured equal conditions for all trading nations in China

  4. Was the Washington Naval Conference an effective agreement to assure world peace? NO. • The agreement did not include ALL kinds of warships to be displaced. As a result, nations continued to make warships that fell under the category of unrestricted ships. • Japan, the very nation that the agreement tried to prevent from gaining military power, eventually broke the agreement and constructed warships and threatened world peace.
