Problems of the Agreement and why it was not effective in the long run!! • There were loopholes; with excess funds, nations constructed smaller, more effective vessels that were not touched in the letter of the agreement • Japan’s fleet was concentrated; it ultimately enabled Rise of Japanese Empire as a naval power leading up to WWII, after Japan ended participation in 1936
