Workshop Purpose • Review of: • proposed assessment increases above the previously approved maximum rate • changes in charging methodology • setting assessments for new MSBU’s • properties added to an existing MSBU • If approved by the BCC today: • Mail notice of assessment increase to impacted property owners • July Public Hearing • September Public Hearings
Process of setting MSBU Assessments • Advisory Committee meetings • Help form work programs through meeting and working with County representatives
Gaining Community Support • Committee recommendation • Other Community Outreach • Mailings to property owners (if cost effective) • POA / Community League meetings • Community meetings • Notices in newspaper
#1. Gulf Cove Street & Drainage Unit • Increase: $25 (vacant and occupied) • Committee recommended program to re-surface 12.5 miles of roads • These roads are centrally located so all properties benefit Efforts toward gaining community support • POA meeting in April – 60 people attended • Formal letter of support will be coming from the Advisory Committee after May 19th meeting

Northwest Port Charlotte Street and Drainage Unit • Increase: $75 (vacant and occupied) • Purpose of increase: • re-surface approx 5.2 miles annually • Sustain current level of maintenance services Outreach: - Letter of support from the Advisory Committee has been received. • On February 14, 2008 a Community League meeting was held (The Community was invited to attend through an advertisement in the local newspaper.

Harbour Heights Street & Drainage Unit • Change in methodology from front foot charge to ERU (Equivalent residential Unit) • ERU is the County Standard • Approved by the BCC – November 22, 2007 • Moving to the single ERU rate will have minimal impact to individual assessments, however, some could be slightly higher while others slightly lower

#5. Northwest Port Charlotte Waterway Unit • New MSBU for FY07/08 • $100 per ERU (vacant and occupied) • Prior dredging program has been in place but funded from General Development Funds – as those funds are depleted the new assessment will allow work to continue.

Northwest Port Charlotte Waterway Unit - continued • Work program is to dredge silt material from the main channels in Northwest Port Charlotte Waterway • Outreach: • Letter of support from the Advisory Committee has been received. • On February 14, 2008 a Community League meeting was held (The Community was invited to attend through an advertisement in the local newspaper).
#6 – Punta Gorda Non-Urban Street and Drainage Unit Capital • This is adding one property that was not included in the unit – but should have been. • No change in rate • Part of annual MSBU territory review

#9 – Suncoast Waterway Maintenance Unit • This is adding property that was not included in the unit. • No change in rate • Part of annual MSBU territory review
#10 - Charlotte County Sanitation Collection Unit • New service for Don Pedro / Knight Island • Requested by Community • Outreach: Town Hall Meeting – to be held on May 21st. • 366 units with annual cost of $338.24
Decreases in Assessments(#11 thru #16) • As Work Program elements are being completed, assessments are being lowered. • Pirate Harbor Wastewater Capital • Placida Street and Drainage -maintenance • Rotonda Broadmoor - maintenance • Rotonda Pinehurst - maintenance • Rotonda West – maintenance and paving • South Gulf Cove - Capital
#17 Fire Assessment Increases • Rate increases are by specific category • Highest increase is $5.73 (residential) • The proposed increases are not in excess of the previously established maximum assessment and therefore a July public hearing is not required
