Natural Resources • Defines and describes the area of interest • Identifies and prioritizes resources deficiencies • Identifies and quantifies sources of NPS pollution
BMPs • Identifies BMPs appropriate to address deficiencies • Identifies activities needed to address deficiencies • Quantifies impact of implementing BMPs
Audience • Gauges landowner knowledge of the problem • Gauges landowner interest in addressing the problem • Identifies strategies to engage stakeholders
Resources • Estimates costs of implementing plan • Identifies technical and financial resources
Coordination • Provides framework to coordinate actions and resources • Prioritizes actions to match needs, interests and resources • Provides a sequence and timeline to implement the plan • Facilitates complementary actions (synergy)
Evaluation • Describes process for evaluating progress on implementation • Defines end points for interim accomplishments • Defines benchmarks that measures success
Strong Goal Statements Enhanced management of the watersheds of the will be guided by a comprehensive strategy to address water and land use deficiencies that contribute to degradation or depletion of surface water resources, groundwater resources, and aquatic and terrestrial habitat.
Strong Objective Statements Resources managers and watershed stakeholders will understand the current condition, structure and functions of streams in priority watersheds, the forces that influence them and practical solutions to address structural and functional deficiencies.
Specific Active Tasks Create a Technical Advisory Team consisting of resource agencies representing water quality, crop and soil science, hydrology, fish and wildlife ecology, education or sociology, and other disciplines as appropriate to advise and assist in drafting the Plan.
Poor Task Example Encourage 100% of stakeholders to participate in the watershed project.
Resource InformationNeeded • Land Use Assessment • Reservoir Assessment • Stream Assessment • Wetlands Assessment • Groundwater Assessment • Flora and Fauna Assessment • Demographics Assessment
Plan Development • Types of data • Data sources • Assessment methods (models) • Stakeholder engagement process • Final resource condition • Deliverables
Usefulness Plan must be sufficient to support “shovel-ready” projects.
