REVIEW OF NETWORK ACHIEVEMENTS • What did we expect from the Network ? • What has actually happened ? • What were the key achievements ? • What does this mean for the future ?
WHAT DID WE EXPECT ? • Effective promotion of technologies • Emphasis on performance • A strong market focus • Working with other market actors • A high level of transnationality • A wide geographical spread
WHAT HAS ACTUALLY HAPPENED ? Effective Promotion of Technologies • Successful promotion of current programmes (proposals) • Substantial influence on uptake of technologies • Links with wide range of EC programmes (not just THERMIE)
WHAT HAS ACTUALLY HAPPENED ? Emphasis on Performance • Focus on self-monitoring of progress (Network Indicators) • Emphasis now on Performance (rather than Input/Output) • Demonstrated impact of Network on market (but still more to do !)
WHAT HAS ACTUALLY HAPPENED ? Strong Market Focus • Targeting those who will use technologies (or influence choice) • Using appropriate dissemination mechanisms (match to market needs) • Developing innovative approaches (Success Stories)
Working with Other Market Actors WHAT HAS ACTUALLY HAPPENED ? • Identification of key local actors (associations, users, suppliers) • Developing close working relationship (two-way process) • Using local actors to take things forward (multiplying OPET resources)
WHAT HAS ACTUALLY HAPPENED ? • Transnationality • Network events & initiatives (e.g. AGM) • OPETs working together (events, missions etc.) • Initiatives through OPET-CU (OPET News, Web Site etc.) • Links with other Networks (EC, international, etc...) • OPET/FEMOPET collaboration (THERMIE B projects)
WHAT WERE THE KEY ACHIEVEMENTS? • Transition from technology to market focus (new culture, new approach) • Rapid establishment of FEMOPETs (new organisations, new countries) • High level of transnationality (new mechanisms, new perspectives)
WHAT WERE THE KEY ACHIEVEMENTS? • Innovative approach to the market (new initiatives, new partners) • High level of activity across Network (output : events, publications etc) • Increasing evidence of impact on market (Performance Indicators)
WHAT DOES THIS MEAN FOR THE FUTURE ? Framework Programme 4 • Limited period left to demonstrate impact (Performance Indicators) • Pressure to complete formalities (Final Reports, Invoicing etc) • Identify key lessons for the future (Technologies, market actions etc)
WHAT DOES THIS MEAN FOR THE FUTURE ? Framework Programme 5 • Approach of this Network is consistent with FP5 requirements • New Network will build on what this Network has achieved, but having a new start • Key lessons will help to focus work of Network in FP5
IN CONCLUSION ..... • DGXVII is very pleased with the achievements of the OPET Network • The rapid establishment of the FEMOPETs has been particularly gratifying • But all members of the Network have played an important role (CU, STEs, OPETs, FEMOPETs)
IN CONCLUSION ..... • Together you have ensured that ‘the whole is greater than the sum of the parts’ • This is, of course, the main rationale for establishing such Network • So thank you all for your efforts : Inputs, Outputs and Performance
