Stratcom Process • collation of all data and their interpretation as basis for the SC planning • includes relevant info and data to support determination of themes, messages, images and actions • maintenance of data and interagency liaison to include audience analysis form the foundation of this process • Output: SC assessment, objectives, and guidance ANALYSIS PLAN ASSESS INTEGRATE IMPLEMENT

Stratcom Process • designs and conceptualizes DND SC to include its mode of delivery to target audience • considers immediate, mid-term and long term DND SC strategy • anchored on existing policies and doctrine on Information Operations, Public Affairs, Public Diplomacy and International/Strategic Affairs. • Output: SC Plan ANALYSIS PLAN ASSESS INTEGRATE IMPLEMENT

Stratcom Process • the synchronized and integrated execution of the plan at all levels of the DND bureaus • guided through approved themes, messages, image and actions delivered at specified time frame and targets to attain the end state. • Implementation shall include top-down supervision which will entail down-top feedback mechanism. • Output: SC activities ANALYSIS PLAN ASSESS INTEGRATE IMPLEMENT

Stratcom Process • focuses on the impact of the delivered DND SC products on supposed and expected behavior of the target audience, the efficacy of the mode of delivery and the SC product itself • assessment products will focus on adjusting the other processes to enhance SC products. • Output: Communication researches, Metrics, Dissemination of Findings, and Knowledge Management ANALYSIS ASSESS PLAN INTEGRATE IMPLEMENT

Stratcom Process • the heart of DND SC process • provides the focus for each the SC processes to align efforts toward one common and seamless effort. • coordinates the processes with each other process • includes determination and supervision of timelines • Output: synchronized SC activities, quick reaction on situation, proactive SC operations ANALYSIS INTEGRATE ASSESS PLAN IMPLEMENT

Proposed Stratcom Organization • selection was based from agreed SC definition and process from three sample organizations (current OPLA organization, proposed reorganization based on AO 218, proposed latest reorganization) • Overall Stratcom responsibility is with USLASC • Ad hoc committee, as advisers to SND on Stratcom matters, is still included • Role of Asst Chief of Office is the INTEGRATOR, at the same time, the Admin Officer.

Wargaming • To test if the proposed organization will work as defined and function based on its process, Group 2 decided to test it through the following scenarios: • SCENARIO #1: SND announced this morning that DND will not have a celebration of its anniversary next year. However, it will still implement its celebration activities for its anniversary this year. What will Stratcom do? • SCENARIO #2: After the peace agreement was signed with the MILF last year, another 33 soldiers were killed in action this morning in Central Mindanao with similar situations with that of what happened in Basilan on August 2009. How will Stratcom react to this? • SCENARIO #3: Heavy rains caused flooding in Southern Mindanao causing tens of thousands of evacuees, distraction of farms and houses. Mt. Apo, on the other hand, erupted causing hot lavas flowing up to the highways of Kidapawan, North Cotabato. Unfortunately, an earthquake with a 7.8 magnitude in Richter scale took place in Metro Manila 2 hours ago. What will Stratcom do in the next 6 hours?

  15. What do you think? I really believe we should rename OPLA to ODSC (Office of the DefenseStratcom)… did not include wargaming results (tired nakasi, may trip pa bukas!)
