  3. Pilot History • Initial group of 25,000 participants • 2 Phased Approach • State IV-D Payments (Jan 2004 – 770 payments) • 3 Pilot counties (June 2004 – 837 payments) • No new Enrollments • Commercial debit account, NACHA rules apply

  4. Pilot Challenges • Fraud • Customer Service • Closing of Accounts by Vendor • Address Updates • Cardholder Costs • Cards resemble Welfare card

  5. Pilot Successes • Funds available next day • Tax Refunds placed on cards • Reduced participants check cashing fees • Almost 13,000 custodial parents are using card today

  6. CSB Today • Over 600,000 Cases in ISETS • 380,000+ of those are IV-D Cases • Average Disbursement/Month - $292 • Average No. Payments/Month - 3.17

  7. CSB Future Goals • Expand Debit Card to entire State with the new Electronic Payment Card (EPC) vendor • Cardholder advantages include faster payment, payment notifications, ease of use, less fees, better customer service options • Mandate Direct Deposit or EPC
