  4. Scientific Support to Policies • These activities cover diverse subject matters but they will be implemented in order to : • ensure co-ordination across various topics • ensure complementarity with the thematic priorities

Targeted precisely on needs (demand-driven) • Integrated across policy areas (e.g: environment & health, agriculture-forestry- sustainability) • Sensitive to changes in policy requirements as they occur Objectives • Support the formulation and implementation of Community policies, bearing on the interests of the existing Member States as well as Candidate countries. • Support to Community policies as an integrated activity:

Sustainable management of Europe’s natural resources • Assessment of environmental technologies for support of policy decisions • Modernisation and sustainability of agriculture and forestry • Tools and assessment methods for sustainable agriculture and forestry management • The modernisation and sustainability of fisheries policy • New and more environment-friendly production methods to improve animal health and welfare • Environmental assessment (soil, water, air, noise, including the effects of chemical substances)

Supporting the economic potential and cohesion of the EU • Underpinning European integration, sustainable development, competitiveness and trade policies • Improved quality, accessibility and dissemination of European statistics • The development of tools/indicators for assessing sustainable transport and energy systems performance • Global security analysis and validation systems for transport; accident risks and safety in mobility systems • Innovative policies for long/mid term sustainability • Information Society issues • The protection of cultural heritage and associated conservation strategies

Providing health, security and opportunity to the people of Europe • Health determinants and provision of high quality and sustainable health care services and pension systems • issues related to civil protection and crisis management • Public health issues • The impact of environmental issues on health • Quality of life issues relating to handicapped/disabled people • comparison of factors underlying migration/refugee flows • improved means to anticipate crime trends and causes, and to assess the effectiveness of crime prevention policies; assessment of new challenges related to illicit drug use

Flexible programming for the Work Programme • Choice of initial priorities based on • expression of current needs (Commission’s DGs, Political actors of MS, S/T experts) • prioritisation process • Allowing : • A progressive incorporation of new priorities in the work programme • A progressive allocation of the budget

  16. Instruments • Specific Support Actions (conferences, workshops, expert groups, studies) This Priority is open to “traditional instruments” • Specific Targeted Research Projects • Co-ordination Actions

  17. Implementation • Budget : 340 M€ from which 265 M€ are presently allocated • Work programme: • Well-specified WP, complemented by a detailed task description document in the guide for proposers • One call per year • Possibility of “emergency” calls (e.g.. on SARS)

  18. Scientific Support to Policies • First call for proposals published on December 17, 2002 with a deadline March 13, 2003 • Second call for proposals expected in October 2003 with a deadline 3 months later

  19. What do we hope to achieve ? • Effective implementation of the European Research Area by encouraging a specific “playing field” for research to support all EU policies • Timely and effective scientific inputs to Community policies, with improved uptake of results at national and EU levels • A more coherent research base, reflecting the increasing integration of policies and the science that underpins them • Systemic improvement in the relationships between research and policy at all levels in the EU
