The Public Must be Involved • Identify all stakeholders that should be part of local drought action planning • Create a formal committee and process • Think of community groups that could help implement and enforce the plan when adopted • Determine what the best strategies are for involvement
Eight Steps of Drought Planning Establish a Drought Planning Committee Determine how to measure extent of the water shortage Define the drought stages and what triggers them Assess all the options for reducing demand
Eight Steps of Drought Planning 5. Develop demand reducing actions for each drought stage 6. Develop information and education messages for each drought stage 7. Consult the public (all stakeholders) 8. Adopt and implement the Drought Response Plan in a public process
Shortage Stage Tips • Ensure that shortage stages are easy for utility to define and measure • Ensure that shortage stages are easy for public to understand and respond to • Phase the stages carefully to give time to respond • Measure progress constantly • Ensure that triggers for leaving a stage are easy to determine
Actions Tips • Set goals for achievement in each stage • Analyze how much demand reduction can be achieved with various options • Save simple behavioral actions for first stage • Phase expensive options across later stages • Do not ration in early stages
