Research to Inform Program Planning • One of the differences between research done in academia and research done in context in service delivery systems is that the latter is meant to be used to inform service delivery and change programming to be more effective; • For us, the research questions revolved around… • How do we apply our intelligence on the role of industry clusters in local economies to what we do day-in and day-out with people in the one-stop center? • Do we need a more rational way to talk to people about how folks move up, down, and across in their Career Pathways? • Could we be more productive and effective in our placement and retention performance expectations by being better communicators of what we discovered about Career Pathways?
Industry Cluster Analysis • Designed to find industries in the local economy that have a competitive advantage; • Possible to pick industries on which to concentrate by looking at size, growth, competitiveness, and average wage; • Analyst allows one to look at jobs within industries by using Staffing Pattern report; • Over time, we began using Inverse Staffing Pattern which confirmed our anecdotal information…occupations and the skills that accompany them also move laterally
Hot Jobs • Hot Jobs are projections of where the most family-sustaining jobs will be created for the next ten years. • Unlike many other projections from the public or private sectors, we include the jobs created from vacancies that come from retirements of current personnel as well as jobs created or lost because of growth or decline in the industry. • We only include jobs on the Hot Jobs list that pay more than $15 per hour since that is the self-sufficiency wage for Lancaster County.

Skill Compatibility • One can begin to look at career pathways by looking at average salary and ranking occupations in order; • You can further look at pathways by looking at the progression of skill gaps needed between occupations; • We usually pick examples (exemplar occupations) and test them using Career Pathways, Occupational Analysis, and Compare Occupations in the Legacy Reports; • You should see a skill gap if you lined things up right; • One can add further to the information by finding comparable occupations by using Career Pathways, Transition Workers, and Into Occupation
Data to Information to Insight • Data to information to insight that we can use in practice • Program planning • What specifically do we want to buy when we buy training? • In many cases, we do not need to buy courses but rather much more specific skill-based training – short-term courses, industrial training, or online training • Need to deal with gaps that emerge • Makes procurement much more precise • Career counseling • With this analysis, a career counselor can also get much more precise about the advice that they give jobseekers • Many people have the skills they just need to broaden the job search • Other folks many have the majority of the new skills that they need, only needing some very specific additional training
