Background • European LSH industry, science and research need a real push forward to compete globally • Trend to strengthening international cooperation, new participation rules of FP6 • Growing scale and complexity of RTD actions -> research management is a challenge • Stimulating international cooperation and improving research and project management skills - strategic priorities of LifeSciHealth • Improving research and project management skills as an instrument for stimulating international cooperation
Objective and consortium To stimulate and enhance international cooperation in the field of LifeSciHealth between Europe and third country organisations through the implementation of a coherent and interactive research and project management capacity building programme customised to the local needs IBMC RAMS (Russia) EURICE GmbH UAIM (Ukraine) UDESC (Brazil) RIMS bvba ITCR (Costa Rica) SARIMA (RSA)

Barriers and Enablers • Top political level (policies, practices, funding instruments) • Top management level (directors of PRO, heads of research) • Middle management level (heads of labs, team leaders) • Low management level (financial management, IPR, technology transfer)
Funding opportunities level • On the European side: • Need for more coordination and cooperation between various schemes dealing with international cooperation (INCO-Thematic Priorities, INTAS) • On the Russian side: • Need for international researcher mobility supporting instruments • Need for matching funding • Specific instruments in support of international cooperation
Funding opportunities level • Bilateral efforts: • Thematic and timing coordination of calls • Joint calls • Pilot initiatives Aims: • Boosting networking • “Success stories” • Supporting and facilitating infrastructure
Top management level • General misconception regarding European research projects European research schemes are not to provide basic funding for research institutions, but to enable cooperation and achieve results which would not be achievable otherwise • Uncertainty about mid and long term future, need for strategic planning and vision • Inflexible research agenda and structures • Luck of tradition and culture of competitive project-based multilateral research activities
Middle management level • Lack of networking and experiences in the field of international research projects, absence of instruments to bridge this gap • Insufficient research and project management skills • Feeling of disappointment among those who submitted proposals and failed • Absence of in-site facilitation and support mechanisms • Human resource problems
