  1. 1 the background • Following a request by the DG and after a comprehensive tour of the responsibilities of the Department, an inventory of the risks facing the TS Department was drawn up. • The risks identified fall in three of the eleven entries of the Risk Register; namely • Failure of major infrastructure (2), • Failure to complete LHC (i) to current time schedule (ii) within allocated resources (3) • Major IT system failure due to break down, attack, virus, etc.(9). Risk Register 2 Consolidations of the infrastructures (buildings, halls, roads, parking lots, underground sites, access control and safety systems, heating, ventilation, air conditioning systems, transport and handling equipment, electrical distribution, workshop machinery, ovens, etc.) Infrastructures

  2. Failure of major infrastructure item Risk I Ground water ingress in LHC Sector 34 under the Jura Risk II Head Walls of the Experimental Caverns Risk III Floor of the dump cavern UD63 Risk IV Failure of a pump for the underground demineralized water circuits Risk V Leaks from Flexible Hoses Connected to the Water Cooled Cables and the Power Converters Risk VI SPS Compensators Risk VII The SPS and North Area 18 kV substations (repair as long as stock lasts) Risk VIII SPS 18 kV cable loop Risk IX Vertical Handling Risk X Handling of magnets in Point 18 Risk XI Transport of Machine Components in the Tunnel (breakdown of vehicle, of monorail feeder) Risk Register

  3. the other risks Failure to complete LHC (i) to current time schedule (ii) within allocated resources Risk XII Static and dynamic integration problems Risk XIII Delay in the installation of the Heating, Ventilation and Air Conditioning Equipment Risk XIV Disruption of the installation schedule caused by delays of major LHC components not in the TS Department Major IT system failure due to breakdown, attack, virus, etc. Risk XV-A Attack of PLCs controlling infrastructures (short time constant systems e.g. access) Risk XV-B Attack of PLCs controlling infrastructures (long time constant systems e.g. water then cryo) Risk Register

  4. the categories Risk Register the scoring : L x I x IS

  5. the scoringbefore the measures to reduce the likelihood or mitigate the consequences of the risk Risk Register

  13. What is falling apart in the technical services for the PS&SPS complex •  The SPS Compensator •  The SPS 18 kV substations •  The SPS North Area 18 kV substations •  The SPS 18 kV Loop •  The Controls for the PS Area Cooling and Ventilation • The Heating Ventilation and Air Conditioning of the PS Ring • Water purification plant for the regeneration of demineralized water cartridges • Demineralized water production plant in building 378 •  Access control system for the PS primary areas and east experimental area •  Access control system for the SPS primary areas •  Access control system for the SPS experimental area areas

  14. status • the SPS Compensator • a contract has been placed with ABB for the thyristor controlled reactors • calls for tender will be prepared for the filter components and the installation work • the removal of the North compensator starts in 2005 • the run in 2006 will be without this compensator • the commissioning of new installation expected for spring 2007 • the SPS 18 kV substations • schedule was made • the replacement starts in 2007 • the sequence of substation renovations is expected to be terminated for 2010 • the SPS loop • the most rotten bits have already been replaced • protection has been upgraded to isolate one fault at a time • the SPS NA 18 kV substations • will receive spare parts as we dismantle the SPS 18 kV substations until funding is voted

  15. status • the access control system for the PS experimental areas will be equipped with a new access system conforming to the specifications in 2005. This system should have been delivered in 2004 but due to external events could not be made ready in time for the machine startup. • the access control system for the PS and SPS primary areas will be equipped with new access control systems, based on the LHC architecture which will be validated this year. Progress for the LHC access system has been good the last 12 months and there are no major problems foreseen presently. The dates for the S(PS) upgrades will be defined as soon as a definitive confirmation of the LHC architecture is available... • the demineralised water production and cartridges regeneration treatment is reaching saturation. It will be thoroughly overhauled for a reliable operation of the SPS and LHC and the heat plants. The cartridges regeneration has recently been detected as a major environmental risk for the Organisation. • the PS ring HVAC system and the controls of the PS area are the oldest pieces of equipment of the CV pool still in operation. They need replacement as their condition is very poor and spares are very difficult to find. The system probably contains asbestos, which will require special treatment. The oldest station’s controls are still wired relay logics or first generation (S101) PLCs.
