  3. Why GIF? … coalition of institutions and individuals … committed to bridging the gap between human rights and macroeconomics through frontloading and costing …with the ultimate aim of influencingthe budget process to advance the full realisation of human rights.

  4. First, the back story An APRODEV Rights and Development Working Group initiative. APRODEV is the association of the 17 major development and humanitarian aid organisations in Europe, which work closely together with the World Council of Churches Working Group Members (8) - Brot für die Welt, Christian Aid, Church of Sweden, DanChurchAid, EED, ICCO/Kerk in Actie, Norwegian Church Aid, Lutheran World Federation.

To give practical and conceptual meaning to frontloading and costing Working definition so far: Frontloading attempts to incorporate all the indicators and obligations that encapsulate a human right and present them in policy recommendations. Attention is paid to obligations and quality indicators as well as to process rights such as participation, non-discrimination and universality. Costing attempts to quantify the cost of policy recommendations and attempts to give an affordability-analysis. Attention is paid to the availability and economic accessibility of the services provided to rights-holders.

  6. How? Broad example: costing education vs costing the right to education Frontloading looks at the policy implications of operationalising a right. Costing looks at how to afford and allocate funds based on the policy for a right.

  7. Not in a vacuum Policies, programmes, plans already exist. Laws exist. And national and international rights obligations. Right to food example in Brazil: CONSEA (FAO, 2009)

  8. Pilot studies Namibia – John Nakuta, University of Namibia The right to adequate housing in Windhoek. Kenya - Nancy Abisai, Shelter Forum Kenya The right to adequate housing in Nairobi slums, using the Peoples’ Budget.

  9. Pilot studies Palestine – Hamdi Al-Khawaja, Democracy and Workers’ Rights Centre Social protection for workers. India – Priiti Darooka, PWESCR Right to social security.

  10. Strategic alliances Frontloading is emerging as a method. Need to pool resources and support each other. Global Initiative on Frontloading and Costing Human Rights was born.
