Programme Framework/Criteria for Priorities NDP and ESIOP Framework • Completion of major inter-urban routes (Dublin/Cork, Dublin/Galway by end 2007?) • Completion of M50 and Dublin Port Tunnel • PPP Schemes – secure private investment • BMW/S&E – observe NDP expenditure targets • Achieve LOS D on 90% of national primary roads
Programme Funding • 2000-2003: Exchequer actual - €3.78b; Exchequer OP - €2.93b • Estimated cost of Roads Programme: €15.8b (2002 prices) • MIU timetable: €1.2b per annum – completion in 2010 (with substantial sections of a number of routes completed earlier) Additional funding of €2.0b – completion in 2008
Multi-Annual Framework (MAF) • MAF sought by NRA, with mechanism to carry forward unexpended provision • Programme management and efficiency benefits; greater certainty of scheme timelines • MAF announced by Minister for Finance in December, 2003 Budget • 5 year rolling investment framework with indicative Exchequer funding of €6.867b (2004-2008), supplemented by private investment (€1.15b)
Multi-Annual Framework MAF to set out: • Schemes in progress/to start in 2004 and schemes planned up to 2008 • Scheme costs, expenditure incurred, forecast spending profiles • Scheme commencement and completion dates, and • Confirmation of compliance with official guidelines on appraisal of capital expenditure projects, etc..
MAF Conditions • Contractual commitments made in 2004 not to exceed: 85% of 2004 allocation in respect of 2005 liabilities 75% of 2004 allocation in respect of 2006 liabilities 60% of 2004 allocation in respect of 2007 liabilities 45% of 2004 allocation in respect of 2008 liabilities • Contingency provision to be operated for unforeseen demands or additional costs • Unspent annual allocation may be carried into following year subject to a limit of 10% of allocation • Commitment limits to be rolled forward annually

2004 Roads Programme • 17 major projects under construction at start of year comprising 149 kms • 17 major projects to start during the year comprising 155 kms • Increased level of road building in the BMW region – 9 out of 17 new starts • Completion of 12 major projects comprising 80 kms • Substantial programme of pavement rehabilitation on national primary and secondary network
2004 Roads Programme • €96.5 m allocated for scheme planning and design, property acquisition and preliminary investigations • Completion of statutory procedures for all remaining sections of the MIU routes i.e. publication of CPO’s/MO’s and EIS’s • Allocation of €17.265 m for road safety measures • Provision of €5.15 m for retrofitting of crash barriers on medians of motorways and dual carriageways • Allocation of €5 m to cater for the planned metrication of speed limit signs
