  3. PURPOSE OF EVALUATIONS • Single most important personnel management tool • Documents performance from entry to separation • Impacts all career decisions • PERS-311 Goal: Day-to-Day Report Continuity

  4. PERFORMANCE EVALUATION BRANCH • Volume • Over 500,000 reports annually • Approximately 10% contain fatal errors • Down from 35% in 1998 • Another 5% contain administrative errors • Processing • Reports are examined block by block • Technical correctness is checked

  5. GOVERNING INSTRUCTIONS • BUPERSINST 1610.10 (new EVALMAN) • Effective 1 January 1996 • 8 Changes - NAVOP 043/95, NAVADMINS 049/97, • 175/98, 239/98, 276/98, 050/99, 054/00, 167/00 • OPNAVINST 6110.1F (new Health and Readiness • instruction) Effective 1 May 2000

CHANGES IN 1995 • Allows up to two traits, except Equal Opportunity, • to be assessed as Progressing (2.0) and still • maintain a recommendation of Promotable • A Promotable Recommendation may not be • assigned with any trait graded 1.0 • Member failing most recent PRT cannot receive • any higher than 2.0 in Military Bearing and cannot • receive any higher promotion Recommendation • than Promotable

CHANGES IN 1997 • One time freeze of Reporting Senior Cumulative • Average 1996 • Detachment of Reporting Senior Reports • optional E1 - E9 • Expanded comments section, ranking authorized • NOB with comments for active duty for training • of more than 10 days and less than 90 days • Sub-category authorized for personnel with • approved separation

  8. CHANGES IN 1998 • Disks are no longer required to be submitted. • “Certified Copy Provided” now be accepted. Adverse • reports that are “Certified” will not be accepted. • All semiannual FITREP and Evaluation Reports • changed to annual. • All Active/TAR/Inactive O1/O2 personnel (including • LDOs) can receive a promotion recommendation • no higher than “Promotable.” There are no limits • on trait grades. • All Active/TAR/Inactive O3 personnel (including • LDOs) no limit on “Must Promotes.”

CHANGES IN 1999 • Mandatory that all members who have • an “Approved” (meaning orders in hand) • Resignation/Retirement/Fleet Reserve • request shall be placed in a separate • sub-category. • Submission of a closeout evaluation for E1 • through E5 personnel at the time they are • frocked or advanced no longer required.

CHANGES IN 2000 • Forced Distribution for reports on all Limited • Duty Officer (LDO) Ensign and Lieutenant • (Junior Grade) is mandatory. • In reports on Commanding Officers, Officers, • Chief Petty Officers and Leading Petty Officers • who are responsible for officer and enlisted • personnel, comment on efforts and quality of • results in fostering a command and workplace • environment conducive to the improvement of • personnel retention.

OPNAVINST 6110.1F • Results of most recent PFA in block 20 • PFA failure during reporting period documented • in comments • Third PFA failure in four years • A grade no greater than 1.0 in Military Bearing • Mark “Significant Problems” in promotion • block • Mark “Retention Not Recommended” in retention • block • An overall score of “Outstanding” or “Excellent” • is no longer required for assigning 5.0 in Military • Bearing

REPORT PRODUCTION SOFTWARE • Current Version • NAVFIT 98 • NAVFIT 98 is the only program that is “Certified” to be Y2K Compliant. • This is the only software authorized for use. • System Conflicts have been reported with WINDOWS NT and WINDOWS 2000 (may have to use WINDOWS 98) • www.persnet.navy.mil/navfit/navfit.htm • www.persnet.navy.mil/pers311/index.html

WRITING FITREPS/EVALS • Upper and Lower Case 10/12 Point Only • No tiny type • No Script, Italic, Bold or Unusual Type • No handwritten comments/notes • No Underlining, Asterisks or Highlighting • DON’T • Overuse adjectives • Comment on Pending Actions (disciplinary • or awards) • Comment on Previous Failure of Selection • FITREPs are written on the member to a selection • board

WRITING FITREPS/EVALS • Make the written comments mean something • Use specialty and platform specifics judiciously • Keep comments general to allow complete • understanding by entire selection board • Leave no doubt in a selection board’s mind what • you are trying to say • Ranking is authorized • Comment on those that were “just out of the hunt” • for that Early Promote or if forced distribution did • not allow you to mark all your Early Promotes

SELECTION BOARDS ARE BRIEFED ON • Old and new evaluation/fitness report system • Performance Summary Report • The artificial decline in performance if summary • group size is reduced • Reporting Senior Cumulative Average/Summary • Group Cumulative Average/Individual Trait Average • What they as Reporting Seniors should be writing • in the written comments

  16. SELECTION BOARD COMMENTS • Number one lesson was “Too many commands and • reporting seniors allowed the referees (board • members) to decide the outcome of the game.” • Reporting seniors need to be very clear about • identifying their top performers and should break • them out every way they can, especially on a EP • one-of-one detaching FITREP. NUMERICAL RANKING • IS IMPORTANT!! • For a bullet to be effective, it must contain cause • and effect (What was done, how well it was done, • and how these efforts positively impacted mission • accomplishment)

  17. SELECTION BOARD COMMENTS • Comment heavily on leadership and management ability. • 5.0s are a dime a dozen. As much as 90% are not justified. • Balance comments on community service and other contributions • with mission accomplishment. Mission comes first. • If an individual moves from an EP to an MP with no narrative • explanation it can be viewed negatively. • Adverse information is not the “kiss of death.” • You don’t have to be an EP or MP to get promoted. Individuals • have been promoted who were “P” on their latest fitrep. • “How did that guy get promoted?” Is a question that is always • asked. • “Who drafted and/or wrote/signed the eval or fitrep.” If a • supervisor and/or a reporting senior does not feel someone • should be promoted, have the courage to say so!

  18. REJECTION RATES ARE TOO HIGH • PERS-3 number one priority is to reduce the rejection • rate and the administrative corrections • How is PERS-3 getting the word out? • All Selection Boards are briefed not only as board • members but Reporting Seniors as well • Senior Enlisted Academy/PCOs/PXOs • “Road Show” Briefings • Navy Times • Perspective and Link articles • NAVADMINs • Rejection Letters • Sent to Reporting Senior • Sent to member (signature)

  19. COMMON REPORT REJECTIONS • Report not signed by the Reporting Senior or the • member • Missing reports from summary group • Invalid “To Dates” • Third PRT failure in four years (Block 20) • and Military Bearing graded above 1.0 and • promotion recommendation above Significant • Problems • Non-compliance with forced distribution by • splitting competitive categories to give more • “Early Promotes”
