  2. The Memorandum Of Understanding is a formal agreement to explore ways in which the ISOs can work together cooperatively to resolve present and future interregional issues. The objectives of the agreement are: Enhance interregional reliability through coordinated operations and planning. Facilitate broader competitive markets. Improve flow of information to market participants and the public.

  3. ISO MOU BPWG Shortcomings • Limited Market Participant input to Coordination Team activities • Process is moving resolutions forward slowly • Process lacks goals, milestones and coordination with individual ISO Governance • Limited ISO Accountability • Meeting schedule conflicts

Future ISO MOU Process Objectives • No changes to each ISO’s Governance Rules and Procedures • Concerted effort to improve the productivity of the ISO MOU Process • Improve efficiency of Working Group Meetings • Formalize the process to implement ISO MOU recommendations • Report interregional agreements and implementation plans • Each ISO should solicit ISO MOU input on impacts individual ISO rule changes have on the other ISOs (e.g. if NYISO adopts a new scheduling rule what are impacts of NE participants. • Facilitate targeted common markets

Changes to ISO MOU Process • Provide clearer process to • conduct meetings with market participant agenda input • adopt resolutions • monitor progress • coordinate with individual ISO committees • Achieve ISO coordination and Implementation • ISO Committees to take timely action on ISO MOU resolutions • ISO MOU would meet with ISO committees semi annually • ISO CEO Liaison Committee quarterly • Improved Meetings efficiency • Better meeting notification • Simple meeting practices or bylaws • Meeting minutes with clear action items and resolution

  6. Benefits of ISO MOU Revitalization • Use MOU to accelerate the adoption of SMD and other new market programs • Regional transparency of systems to Market Participants • Coordination between ISOs to improve regional reliability, minimize schedule changes and avoid after the fact corrections • Robust and liquid market environment in the Northeast
