CEDEFOP  Centre Européen pour le Développement de la Formation Professionnelle • Since 1975, moved 1995 from Berlin to Thessaloniki • European agency (close co-operation with the EC) • promote and develop vocational education and training (VET) in the EU • EU‘s reference centre for VET www.cedefop.eu.int & www.trainingvillage.gr

CEDEFOP‘s tasks • Promote a European area of LLL throughout an enlarged EU • Providing information on and analysis of VET systems, policies, research and practice • Our tasks are to: • compile selected documentation and analysis of data • contribute to developing and coordinating research • exploit and disseminate information • encourage joint approaches to VET problems • provide a forum for debate and exchange of ideas

CEDEFOP‘s mission As the European Union’s reference centre for vocational education and training, Cedefop provides policymakers, researchers and practitioners with information to promote a clearer understanding of developments and so enable them to take informed decisions on future action. Cedefop assists the European Commission in encouraging, at Community level, the promotion and development of vocational education and training.

LLL milestones 1996: The European Year of Lifelong Learning (Create awareness and public debate on how education and training systems in Europe needed to adapt to meet the challenges of the 21st Century) 2000: Lisbon European Council  Lisbon goal: (Strategic goal for 2010: to become the most competitive and dynamic knowledge-based economy in the world, capable of sustainable economic growth with more and better jobs and greater social cohesion) 2000: A Memorandum on Lifelong Learning (This Communication from the Commission formed the basis for a European-wide consultation process on LLL)  LLL is the guiding principle for Socrates, Leonardo da Vinci and Youth (2000 – 2006)

LLL milestones /2 2001: Making a European Area of Lifelong Learning a Reality (Identifying coherent strategies and practical measures with a view to fostering lifelong learning for all) 2002: Council Resolution on Lifelong Learning 2002/2003: 5 Benchmarks for Education and Training (“By 2010, the EU-average level of participation in lifelong learning should be at least 15% of the adult working age population (25-64 age group) and in no country should it be lower than 10%.”) 2004: The new Integrated Action Programme in the fieldof LLL 2007-2013 (sectoral programmes on school education (Comenius), higher education (Erasmus), vocational training (Leonardo da Vinci) and adult education (Grundtvig)  proposed budget is € 13.62 billion)

EU-KSLLL Milestones (2004) • Cedefop started working on the concept of an LLL database (Research and a needs analysis ) Summer 2004 • A plan for the development of EU-KSLLL proposed and agreed with DG EAC October 2004 • Mock-up for EU-KSLLL developed and presented to the Member States’ LLL Coordinators November 2004 • EU-KSLLL introduced at Maastricht ConferenceDecember 2004

EU-KSLLL Milestones (2005) • Knowledge base and template “mock-up” developed and tested, discussed with Commission, ETF, Member States representatives (first half of 2005) • Virtual community established (March 2005) • Teachers and Trainers Cluster: EU-KSLLL structure + peer learning functionality (October 2005) • KSLLL prototype developed and presented at the Education & Training 2010 Coordination Group (ETCG)(December 2005)

  14. EU-KSLLL Purpose of the EU-KSLLL … is to serve as a one-stop-shop on policy developments for lifelong learning within the European Union. It is designed, inter alia, to: • make accessible information on policy initiativescontributing to the development of lifelong learning; • provide access to research and documentation on lifelong learning; • support dialogue and analysis; • facilitate peer learning and review; • disseminate examples of policy and practice that work; • draw attention to emerging policy issues; • serve as the showcase for the evolution of lifelong learning in the EU.

EU-KSLLL The core of the system: the knowledge base  contains data on policy initiatives that form part of the national strategies for the development of lifelong learning Policy initiatives are defined as the measures implemented to make policy decisions work. Policy initiatives are characterized by a coherent set of goals, strategies and activities with a long-term perspective and supported by a steady and constant allocation of resources.

Next steps – outlook for 2006 • Close cooperation with the 8 Cluster groups of Education & Training 2010: • support the implementation of the Education & Training 2010 agenda; • capture the results of the Commission’s peer learning activities through its clusters and peer learning facilities. • From the prototype version to a fully fledged system • At the end of 2006, the system will be assessed and corrective actions implemented accordingly.
