  4. · How to overcome potential barriers associated with the adoption of plug-in vehicles  and charging infrastructure specifically related to codes, standards and processes;  · A communication strategy to educate appropriate partners, stakeholders and the general public;  · The potential incentives (monetary, nonmonetary, upfront and long-term) to encourage businesses and individuals to purchase plug-in vehicles;  · The issues and tasks necessary to the installation of a charging infrastructure, from the technical to the managerial. Virginia Get Ready Mission Statement Establish Virginia as a leader in the adoption of the electric vehicles in order to reduce vehicle emissions, increase energy independence, and generate positive economic development for the Commonwealth. By October 2010, present a Virginia “electrification plan” detailing:

Each subteam produces refined draft of their plan and templates Each subteam produces Public draft of their plan and templates Public Official Comment Period Final Drafts Produced Transition Task force from planning to implementation Confirms correct team membership Teams compiles first draft

  6. 1)     Teams are complete and team members have committed.a.       Commitment of at least four representatives, in addition to the leader, from different organizations from the larger Task Force List for each subgroup team to do the heavy lifting for the substance of the document by July 21st.2)     Each subgroup team presents section outline for report.a.       An outline of what they will be providing for the document by August 20th.  This outline should include the subgroup’s prioritization of information for their section (i.e. (1) what detailed information is most important for the Report and what they can realistically compile in time for the Report to be compiled (2) what information they will include as recommendations for future work to be done after Report is completed.3)     Each subgroup team presents section draft for report.a.      Draft provides suggested draft by September 10 to Alleyn Harned through the online document or direct transmittal to the entire group.  Alleyn will compile all the sections and interpret constructive additions from the group.  A draft report to go out to key stakeholders and by Sept. 15th for review.4)     Alleyn presents first draft of report for review by subgroups.a.     Rough draft will be provided by September 15th and a two week review period will extend until September 30th of draft report and vetting by subgroups before it is released for comment. Partial Straw Man: - Develop system to gain necessary group members and delegate tasks- Document code sections (state and targeted Northern Va localities) - Document permit and inspection process (state and targeted Northern Va localities- Document state government (DMV, DGS etc) internal policies and procedures related to electric vehicles- Review and gather information needed for high voltage Level 3 deployment in addition to level 1 and 2. - Develop a short fact sheet on best permit and code practices and information stakeholders need to encourage future projects Standards & Readiness Working Group

Workgroup Straw Man:- Review stakeholder list and suggest additional members and stakeholders-Compile educational material for key stakeholders and general public-Coordinate dissemination of information from other working groups- Review Virginia driver demographics and likely early electric vehicle adopters- Identify and promote university EV research and laboratory environment- Develop outreach plans- Infrastructure support and planning - Early fleet commitments and registrations (vehicles and chargers) - Identify and attempt to address training issues - mechanics, first responders, electrical contractors, and inspectors Education & Outreach Working Group

Workgroup Straw Plan-Document existing incentives-Identify and develop a series of monetary incentives (at least 3)-Identify and develop a series of non-monetary incentives (at least 3)-Identify low-interest loan possibilities?-Identify and document utility incentives / rate structures for EV’s - this may include smart grid options-Document and provide information to education / outreach group Incentives Working Group

Workgroup Straw Plan-Document the requirements for installation of charging stations in public locations, and -businesses, and private residences-Document charger availability or appropriate reference-Document charger signage concerns-Document charger liability issues-Determine and summarize standard charger placement and operation procedures and deliver to outreach group-Determine and prioritize future public and private charger locations for projects including and future charger planning operation procedures and deliver to outreach group.-Determine or outline realistic opportunities for increase use of alternative and/or innovative domestic energy to charge electric vehicles.
