  2. Genesis of the CCSA • 1987 • Hwy 101 Marin County Chip Seal Project. • What Happened?. • Product placed had zero issues. • Traffic overran the lane closure. • Recoil from this project.

Overview • Hwy 101 project stopped chip seal production and cancelled contracts across the state overnight. • PME chip seals at the time were the number one, Pavement preservation treatment in California. • 8-10k lane miles per year were being bid out and placed across the state. • Gordon Rayner, John Franklin, and John Jennings. • They tried to talk with Caltrans- HQ Sacramento • Caltrans responded Industry or nothing.

Action • They sought out other companies through-out the state, including the Harlod Petersons, Gentz, Post, Teichert, Granite to name a few. • Gary Hildebrand- Jack Van Kirk Maintenance – Lab HQ Sacramento • Knowing what was at stake • The California Chip Seal Association was founded and incorporated as an Industry voice.

  5. What Companies went to work! • California Pavement Maintenance • Franklin Construction • Curt Post • Reed & Graham • Morgan Emultech • Koch Materials • Sim J Harris

  6. Honoring our History • The first CSSA meeting took place at the Howard Johnson in Sacramento. • Less than 7 people attended the first Association meeting. • These Contractors took funding out of the their own pocket to form this Association.

  7. Action • What this group did was to unify industry that went back to Caltrans with an action plan. This plan of action more then likely saved Industry as we know it today. • The one action item and recommendation from the CCSA was Contractors taking the risk for windshield damage claims for the first 10 % of the contract value. • CCSA worked with Caltrans to formulate the wording, timing, processing and other criteria in the specifications that was approved and signed off by Caltrans to save the use of Chip Seals with Caltrans as we know them today.

Growth of an Association • Promoting and developing specifications, materials, equipment and best practices to enhance industry. • How we evolved from hand written mail outs to a computerized world of invitation. • Web site. • Chip Seal Best Practices. • An recognized voice with Federal, State and local agencies. • Promoting other Pavement Preservation treatments and strategy's into our Association • Vendor booths • Presidents Award • Life Time Achievement Award

  9. What we are about • Hundreds of volunteers have worked tireless to keep this Association going. • The Association has promoted these on going relationships with agencies for Industry improvement based on education and knowledge sharing for improved process and best practices.

History • What started out with less then 7 people has evolved into this annual event that has addressed thousands of attendees over the years. • From less then 5 companies to over 20 member companies that includes firms outside of California • To this event which now has over 30 participating companies which has attracted thousands of attendees over the years with hundred of topics being presented thru the years.

What we might of been • So in close the Association wanted to Publicly honoring those that had the VISION to help SAVE industry from a disaster to what we are today as an Industry and Association. • What they generated with our Association and by- laws that included the constant promotion of bettering Industry and our practices, and has served us for over thirty years.
