Six criteria to approve a training application 1. There is no suitable employment available to the customer • Look at LMI – is there growth or is it a depressed area showing little or no growth in a particular occupation. Request additional research from the regional LMI Analyst, if needed. 2. The customer will benefit from appropriate training • Show assessments indicating interests and values. Consider previous experience, outdated credential, hobbies, etc. 3. There is reasonable expectation of employment following training • LMI shows demand and growth; Request additional research from the regional LMI Analyst, if needed
Six criteria to approve a training application 4. Training is reasonably available to the customer • List of schools in region with available programming 5. The customer is qualified to undertake and complete training • Refer to assessment and provide examples of prior experience 6. Training is suitable for the worker and available at a reasonable cost • List of schools in region with available programming – preferably public or nonprofit institutions.

Be sure to include your Dislocated Worker Counselor (Cc’d above) on any discussions with TAA staff. Training approval email cont’d A purchase order will be created and sent to your training institution soon. This purchase order covers tuition, fees, and any required books. If you need to be reimbursed for required tools or exam/license fees, you must contact me prior to any purchase. While in training, you are required to maintain at least a “C” or greater in every class you register for and the TAA program pays for. Minnesota policy states that you are allowed a one-time retake of any class where you do not receive a “C” or higher. Please read our policies by clicking this link One-time Poor Performance Policy and the Benchmark Policy here. The Training Progress Report has been attached to this email. Once you start training, you are required to complete the progress report every 60 calendar daysregardless of school breaks (including if you’re not attending summer term) and submit it to your Dislocated Worker Counselor. Save a copy of the progress report or this email to print additional copies. TAA needs course schedule, grades, and credential. Trade Readjustment Allowance (TRA) benefits may provide temporary income support while participating in the TAA program. While TAA has agreed to pay for your training, there is not a guarantee that you will have TRA benefits throughout your entire training. If you have any questions about your eligibility for TRA benefits you may contact the TRA Unit at deed.tra@state.mn.us.
Training approval email cont’d TAA’s pre-approval is needed for any purchases. It often takes a minimum of two weeks for TAA to process any financial request so please keep in close contact with DWC NAME (DW program) and myself (TAA program). **For transportation or costs that TAA pre-approves to reimburse you for, please register as a vendor with the State of Minnesota in the SWIFT system; you can follow the attached registration guide, or click on this link:https://supplier.swift.state.mn.us/psp/fmssupap/SUPPLIER/ERP/h/?tab=SUP_GUEST. Once you receive your Vendor ID by email, please forward that Vendor ID to me** It is your responsibility is to stay in contact with your Dislocated Worker counselor every 30 days, or per counselor instructions. Failure to stay in contact with your counselor and to complete the progress report will put your TAA and TRA benefits in jeopardy. Thank you, and all the best to you in your training program!

John: Warehouse Assistant to Heating & Cooling Technician • Worked for Cliffs Mining for 4 years • Layoff wage: $22.00/hr • 27 years old • Has a GED • Goal: full-time employment as a Heating and Cooling Technician • Accepted at St Paul College (1 year Diploma) • Starts training January 2019
Roland: Production to Dental Hygienist • Production worker at Great Lakes Polymer for 1 year • Layoff wage: $13.57 per hour • 42 years old • Highest level of education: Associate’s degree • Goal: Full-time employment as a Dental Hygienist • Accepted at Rochester Community & Technical College for Dental Hygiene, AAS (2 year program) • Plans to start training January 2019

Topics and Processes • Application & Waiver submission process • Send Waivers and ALL applications to deed.taa@state.mn.us • TRA • May not last through graduation • Ends when customer completes TAA-funded, full-time, instructor-led training • Waivers • Can be submitted without a training application • Include IEP/ISS • Training Progress Reports • Due every 60 calendar days regardless of breaks in training • New version released in March 2018: top and bottom portion must be completed
