  2. Location Map Site is 0.98 +/- acre and within NW quadrant I-95 and Palm Coast Pkwy Requesting Special Exception for Auto Parts /Tire Store in COM-2

  3. Location/Aerial Map Bob Evans Restaurant is to the west Lot would be created from the large Home Depot lot via a non-statutory lot split Home Depot

  4. Future Land Use Map • Designated “Mixed Use” • Allows COM-1, COM-2, COM-3 Zoning • Auto Parts/Tire Stores are permitted uses in COM-3 Special Exception in COM-2

  5. Zoning Map Site and neighboring area are COM-2 or MPD for Commercial Uses Auto Parts/Tire Store would include installation of tires and wheels

  6. Public Notice • Applicant notified representatives for the commercial sites in the NE corner of Palm Coast Pkwy and Boulder Rock Drive of PLDRB Public Hearing on August 2nd • Staff has received no comments from the public

  7. Special Exception Analysis Based on LDC Sec. 2.07.03 • A. Is consistent with the specific requirements for that particular use as set forth in this LDC; The site will be developed under all applicable standards of the COM-2 District, Palm Cost Parkway Overlay Zone, and LDC. • B. Meets the concurrency requirements of this LDC; The site is within an established retail center with available essential services. Site and building will meet concurrency standards.

  8. Special Exception Analysis Based on LDC Sec. 2.07.03 • C. Is compatible with the surrounding neighborhoods and promotes the value of surrounding land, structures or buildings. Discount Tire store is consistent with the mix of businesses, retailers and restaurants surrounding it. Compatibility shall be further reviewed under other factors including architectural design and parking. Planning staff has determined the proposed building meets the architectural design standards commensurate with its location in the Palm Coast Parkway Overlay District & parking meets City standards.

  9. Recommendation Planning staff recommends the PLDRB approve Special Exception Application # 3358 for an Auto Parts/Tire Store including tire/wheel installation with these conditions:

  10. Conditions of Approval 1. Tire and wheel installation, maintenance, repair, and replacement services are limited to automobiles, pickups, vans, and recreational vehicles. Services shall not be provided for any heavy duty trucks, semi-tractor trailers, dump trucks, full-size buses, or large construction equipment. 2. Outside storage shall not be allowed except for standard dumpsters located within enclosed dumpster pads. Used tires shall be stored inside until loaded onto trucks for immediate off-site dispersal. 3. Tire installation and maintenance shall only occur inside within bays except for the minor repair or replacement of a single flat tire on a vehicle. 4. Vehicle repair services more intensive than tire and wheel installation, maintenance, repair and replacement are not permitted. 5. No overnight outside parking is allowed. Vehicles kept overnight shall be stored within the bays.
