INTRODUCTION “ The Department of Basic Education understands the need to improve the quality of outcomes at different grades for mathematics, literacy and science. It has set ambitious targets for 2024. For language and numeracy in grade 3 and grade 6, the target is that 90 percent of learners should perform at the required level” (National Planning Commission: National Development Plan, November 2011)
