This research paper discusses the progress made in runway capacity at Spanish airports using the PICAP (Airport ATC Capacity Research Programme) methodology. It covers requirements, data, traffic, methodology, simulation process, and results. The PICAP methodology has led to significant capacity gains and is recognized as a best practice by Eurocontrol.

Up to date, 27 out of 45 Spanish airports have been already studied using PICAP, covering around the 85% of total movements. The remaining 28 airports are expected to be studied along next years. More than 15.000 runway operations collected and analysed and over 35.000 hours of simulation computed. Since PICAP started to be applied, significant capacity gains have been achieved in several Spanish airports. From winter 1997 to date, the overall capacity figures can be quantified in 252 new operations in the whole airport network of Spain. PICAP has become the one only Spanish CAA (DGAC) Certified Methodology on ATC runway capacity. Eurocontrol recognised in 2001 this methodology as a best practice. 6-PICAP So Far…

As for capacity, PICAP has proved to be a reliable methodology on which decision-making process should be based on: Permanent operational evaluation. New ATC Procedures influences. Master Plans assessment. The experience acquired allow to easily identify the main airports “bottlenecks” and the areas where most efforts have to be made: ATC Procedures. Airfield infrastructures.
