OCP Direction • Policy 2.3.5- Prepare Housing Action Plan(s) to identify criteria for low intensity infill housing, such as coach and laneway housing and small lot subdivision as appropriate. • Policy 7.1.2 – Undertake Neighbourhood Infill Plans and /or Housing Action Plans where appropriate to: c) Develop criteria and identify suitable areas to support detached accessory dwellings (such as coach houses, backyard cottages and laneway housing).
Purpose of Discussion Paper • To respond to growing community interest. • To research what other municipalities are doing • To examine District policy & development conditions • To provide criteria for suitable properties. • To identify a controlled gradual start up process
Suggested Approach for a Coach Housing Program • Council use the Development Variance Permit process to vary the location of the “secondary suite” on the lot and • Staff draft a Coach House Development & Design Guide for the public review
Consultation Program • 3 shared Stakeholder meetings with West Vancouver staff: • Coach House Builders and Architects (January 29th) • Civic staff from municipalities where Coach Housing already permitted ( February 11th or 17th) • North Shore Real Estate Board
Consultation Program Continued • 3 community information meetings- open houses and presentations in Seymour, Lynn Valley and Capilano (February 24 to March 14) with feedback survey • Self-guided Coach House Tour- brochure • Council bus tour • Web and social media presence with electronic feedback survey • Your thoughts and comments on this process……
