  2. New EU Chemicals Policy Proposals include: • all existing chemicals to be assessed • reversal of the burden of proof • downstream users to provide health and safety data • substitution principle • authorisation of substances of concern LDA International

  3. REACH System The REACH System consists of three elements: • Registration • Evaluation • Authorisation of certain CHemicals LDA International

  4. SCOEL recommendation The SCOEL recommendation on occupational exposure limits for lead: • based on current medical literature • recommends a blood lead limit of 30µg/dl for male and female workers • recommends an air lead limit of 100µg/m3 LDA International

  5. Percentage of occupationally exposed employees in various sectors with a blood lead level >30µg/dl LDA International

  6. Percentage of occupationally exposed employees in various sectors with a blood lead level >40µg/dl LDA International

  7. Overall current and anticipated additional capital and annual costs of complying with various blood lead levels per employee (Euros) LDA International

  8. EU Water Framework Directive Aim: Establish a framework for managing the water environment across the EU, How? Set environmental objectives for ground and surface waters, Important issue: Article 16 - phase out of the emissions of priority hazardous substances by 2020. LDA International

Potential Impacts of Developing EU Legislation EU Chemicals Policy: • Industry will have to demonstrate the safety of producing, using and disposing of leaded glass, SCOEL recommendation: • Adoption of a 30µg/dl blood lead limit would affect a significant number of employees, Water Framework Directive • If lead is classified as a priority hazardous substance, all emissions must be phased out by 2020.
